Delhi Police Enforce Section 163 Ahead of Jantar Mantar Protest Against CEC

The CSR Journal Magazine

The Delhi Police have enforced a prohibitory order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2026, in anticipation of a planned protest at Jantar Mantar. The demonstration is directed against Chief Election Commissioner Gyanesh Kumar, alleging irregularities in the Special Intensive Revision of electoral rolls. This move comes as authorities aim to maintain order and prevent any potential disturbances around the area.

Section 163 prohibits public gatherings of five or more individuals, including demonstrations, picketing, and making speeches without prior written consent. Additionally, the provisions also extend to forbidding the carrying of weapons, banners, placards, and other similar items. Citizens and visitors have been urged to comply with this directive and avoid unauthorised assemblies.

Police Preparedness and Public Advisory

Deputy Commissioner of Police (DCP) Sachin Sharma addressed the media, emphasising the importance of cooperation with law enforcement during this time. He reiterated that Section 163 is currently applicable in New Delhi and that protests or similar activities are not allowed. “Preventive arrangements have been made, and all are requested to adhere to the law,” Sharma stated.

He also mentioned that necessary public notifications regarding traffic and Metro services have been disseminated to ensure safety and clarity during the enforcement period. Identifying the need for public cooperation, the DCP urged anyone planning to protest to reconsider their actions in light of the prohibitory order currently in effect.

The issuance of such orders is part of the police’s strategy to deter potentially disruptive actions and maintain peace in the capital during sensitive periods. This aligns with broader security measures implemented for public safety.

Impact on Delhi Metro Services

The Delhi Metro Rail Corporation has announced the temporary closure of entry and exit points at several metro stations until further notice. The stations affected include prominent locations such as Janpath, Patel Chowk, and Central Secretariat, which are critical points often used by commuters heading towards Jantar Mantar.

Despite the partial closures, interchange facilities will remain operational at Rajiv Chowk, Mandi House, and Central Secretariat stations, ensuring commuters have alternative routes available. The Metro’s updates serve to mitigate potential confusion and enhance commuting safety amidst the ongoing situation.

Citizens are advised to plan their journeys accordingly and remain aware of any further notifications from the Metro services. The authorities are actively working to keep the public informed regarding changes and ensure smooth travel even during heightened security measures.

Protests Organised by Various Groups

Members of left-leaning student organisations and civil society groups have called for the protest at Jantar Mantar, asserting that the Election Commission, specifically CEC Gyanesh Kumar, is undermining democratic principles. This sentiment resonates with many in the political arena, contributing to the urgency of the protests.

In addition, the youth wing of the Congress party has announced plans for a march towards the Election Commission’s office as part of a four-day agitation against the body. The Congress aims to draw attention to electoral issues, reflecting growing discontent within various political factions over the electoral process.

The planned protests highlight ongoing tensions between citizens and electoral authorities, illustrating a broader context in which stakeholders express their concerns over the integrity of the electoral framework in India.
