A complaint has been submitted to the National Human Rights Commission (NHRC) aiming for an independent investigation into purported police brutality during a protest by students regarding the NEET examination paper leak. The incident occurred on 20 July 2026, at Jantar Mantar in New Delhi. The complaint was lodged by Supreme Court advocate Virender Vashisht, who communicated the issue via email.

The main thrust of the complaint is the alleged misconduct by police officers, particularly regarding interactions with female students during the detainment process. It is asserted that the peaceful protest, a demonstration of the fundamental rights granted under Articles 19 and 21 of the Indian Constitution, was met with excessive police force.

The advocate contends that the alleged actions of law enforcement represent serious human rights violations. He cites concerns not only about the physical treatment of the students but also about the violations of their dignity and bodily integrity, particularly concerning female participants.

Allegations of Police Misconduct

The complainant has raised specific allegations regarding the behaviour of certain male police officers, who reportedly engaged in inappropriate actions towards female protestors. If these claims are substantiated, they would signify a major breach of established legal principles governing police conduct in India.

Requests Made to the NHRC

The complainant has formally requested the NHRC to take cognisance of the incident under the provisions of the Protection of Human Rights Act, 1993. Moreover, he seeks for the Investigation Division of the NHRC to undertake an independent and impartial inquiry into the events that transpired at Jantar Mantar on 20 July 2026.

Additionally, the advocate is asking for the formation of a dedicated team from the NHRC to visit the protest site and engage with the affected students, eyewitnesses, and other relevant parties. It is crucial for the commission to record statements from the female students alleging misconduct, ensuring a safe and confidential environment for their testimonies.

Furthermore, the complainant has requested the NHRC to gather comprehensive documentation relevant to the incident. This includes obtaining reports, CCTV footage, body-camera recordings, deployment logs, medical records, and any other pertinent materials from the Delhi Police and other relevant authorities.
