Chief Minister C Joseph Vijay made headlines on Thursday by breaking with an established Assembly convention during the afternoon session. He moved from his designated chair and opted to sit alongside his ministers in the front row, a move that has not been historically recorded for chief ministers in Tamil Nadu. Traditionally, chief ministers occupy a separate chair close to the Speaker’s seat, while ministers are positioned in the front row according to their seniority.

This unusual change drew notable attention as it diverged from the expected norms of the assembly’s seating arrangements. The Leader of the Opposition and various party leaders sit facing the treasury benches, with members of their parties arranged behind them, reflecting their numerical strength in the 234-member House. However, Vijay’s decision to sit among his ministers is being viewed as a significant departure from the norm.

During the proceedings, the Chief Minister left his designated chair, located to the right of Speaker JCD Prabhakar, to take a seat between KA Sengottaiyan, the Leader of the House, and Aadhav Arjuna. A source noted that such a move by a chief minister is historically unprecedented and added an unexpected twist to the day’s discussions.

Opposition Raises Concerns About Government Representation

Earlier in the session, the Leader of the Opposition, Udhayanidhi Stalin, expressed concerns regarding the absence of department secretaries from the Assembly while vital issues were being deliberated. He specifically highlighted the absence of key bureaucratic figures during discussions about the recent stampede in Karur.

Stalin pointed out that in previous sessions under former Chief Minister MK Stalin’s government, senior bureaucrats, including the Chief Secretary, were consistently present, ensuring adequate administrative representation during significant discussions. He asserted that the current Assembly lacked the same level of involvement from senior officials, which he believed was essential for effective governance.

In response to these concerns, Aadhav Arjuna clarified that the department secretaries were actually present in an adjoining “war room,” where they were reportedly taking notes on the speeches and issues being raised by the legislators. This explanation did not fully address the Opposition’s concerns, leading to further dialogue about the expected roles of officials during Assembly proceedings.

Speaker’s Remarks and Future Coordination

Speaker JCD Prabhakar engaged with the concerns raised by Udhayanidhi Stalin, agreeing with the necessity for senior officials to be present during Assembly discussions. He noted that having a strong administrative presence supports better coordination between political leadership and the government’s operational apparatus.

This dialogue highlighted the ongoing efforts to improve the functioning of the House, ensuring that both political and administrative leaders work together effectively. Vijay’s unusual decision to forgo his chair later that day became a highlight of the Assembly session, symbolising a potential shift in the traditional functioning of Tamil Nadu’s legislative assembly.
