Union Home Minister Amit Shah has officially opened the 3rd National Conference of Anti-Narcotics Task Force (ANTF) heads from states and Union Territories in New Delhi. This conference is centred on achieving the targets outlined in the Vision Document on Narcotics Control for the years 2026 to 2029. The event, organised by the Narcotics Control Bureau (NCB), commenced on September 22 and will conclude on September 23.

The gathering includes representatives from 36 states and Union Territories, along with other relevant government bodies and stakeholders. By fostering cooperation, the conference aims to address challenges posed by drug trafficking and substance abuse nationwide.

Delegates will engage in discussions focusing on the theme “United Resolve, Shared Responsibility.” The sessions will dissect the responsibilities assigned to state and UT ANTFs as outlined in the Vision Document, geared towards the effective management and reduction of drug-related issues in India.

Technical Sessions Aimed at Strategy Implementation

The conference has scheduled eight technical sessions that align with the four strategic pillars of the Vision Document. These pillars include enforcement, intelligence, control of precursors and synthetic drugs, harm reduction, and capacity building. Topics will cover various operational aspects such as dismantling drug networks and improving enforcement capabilities.

Specific sessions are designed to discuss institutional mechanisms for narcotics control, strategies for demand reduction, and the impact of illicit cultivation. Experts will also explore technological challenges, including investigations involving the Darknet and cryptocurrency. This array of topics is intended to facilitate active dialogue among participants while generating actionable strategies.

By highlighting these critical areas, the conference aims to strengthen the national framework for combating drug trafficking. This approach is crucial for fostering a collaborative response among different governmental arms and enhancing overall efficacy in narcotics enforcement.

Future Goals and Initiatives During the Conference

In addition to discussions, the Home Minister unveiled four television commercials aimed at raising awareness about the dangers of drug abuse. He also laid the foundation for new Narcotics Control Bureau complexes in Lucknow and Dehradun and introduced an updated NCB website, reinforcing the government’s commitment to modernising narcotics control efforts.

During the event, the Telangana Anti-Narcotics Task Force was recognised as the best-performing ANTF among various states and Union Territories, showcasing effective practices that can be modelled by others. These recognitions serve as motivation for increased performance and collaboration in future initiatives.

The overarching objective of these efforts is to work towards a ‘Viksit Bharat’ by 2047. Under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, both Centre and state governments are advancing in a ‘mission mode’ to ensure the protection of youth against the adverse effects of drug misuse. The objective is a drug-free India, making it clear that a concerted, multi-faceted approach is essential for realising this vision.
