Government Approves E100 Fuel for Vehicles Running on 100% Ethanol

The CSR Journal Magazine

The government has officially approved the use of E100 fuel, which consists of nearly 100 per cent ethanol, by amending the Central Motor Vehicles Rules. This decision, announced by the Ministry of Road Transport and Highways (MoRTH) on October 23, aims to encourage the adoption of flex-fuel vehicles, reduce reliance on imported crude oil, and lower emissions. The amendments to the 1989 Rules now include E100 alongside E85 in the regulations governing vehicle emissions, fuel specifications, and testing procedures.

With the updated rules, automobile manufacturers are now permitted to develop vehicles specifically designed to operate on higher ethanol blends. However, it is important to note that E85 and E100 fuels can only be used in vehicles that are specifically designed and certified for these types of fuel. Conventional petrol cars, even those capable of using E20 fuel, are not allowed to utilise these higher ethanol blends.

The incorporation of E100 into the regulatory framework is a significant step for manufacturers preparing to launch vehicles that can operate on these higher ethanol blends. Such vehicles are referred to as flex-fuel vehicles, as they can run on varying proportions of ethanol and petrol.

Restrictions on Existing Petrol Vehicles

Existing petrol cars will not be able to run on E100 or E85 unless they have been specifically designed and certified for these fuels. A senior official from the road transport ministry stated that fuels containing more than 20 per cent ethanol, up to 100 per cent ethanol, will be exclusively for vehicles that are designed and certified for their use. This amendment ensures that E100 is only available for compatible vehicles, rather than allowing its use in all petrol-powered cars.

The revised rules aim to provide clarity regarding the use of higher ethanol blends, ensuring that only vehicles built for such fuels will be able to utilise them. This approach is intended to promote safety and efficiency in the use of alternative fuels.

The amendments also include an increase in the gross vehicle weight limit from 3,000 kg to 3,500 kg. This change follows a public consultation process, during which draft rules were published in April for a period of 30 days to gather feedback before the final notification.

Automakers Preparing for E100 Implementation

The recent notification establishes a regulatory framework that supports automobile manufacturers in developing vehicles capable of operating on higher ethanol blends. In June 2026, Maruti Suzuki India introduced the Wagon R Flex Fuel, which is noted as India’s first flex-fuel passenger vehicle, capable of running on ethanol-petrol blends ranging from E20 to E100. Other manufacturers, including Toyota Motor Corporation, Tata Motors, and Hyundai Motor Company, are also in the process of developing flex-fuel vehicles for the Indian market.

This amendment is a crucial development for manufacturers as it formally integrates E100 into the regulations governing vehicle emissions, fuel specifications, and testing. The government’s initiative aims to reduce India’s dependence on imported crude oil, which significantly contributes to the country’s current account deficit.

The government has already introduced E20 petrol, which contains 20 per cent ethanol and 80 per cent petrol, achieving its 20 per cent ethanol-blending target ahead of the original 2030 timeline. India’s total ethanol production capacity currently stands at nearly 2,000 crore litres, with oil marketing companies issuing tenders exceeding 11 billion litres annually to meet the E20 blending requirement. The expansion of the regulatory framework to include E100 is designed to facilitate the use of higher ethanol blends, further reducing reliance on fossil fuels and contributing to emission reduction efforts.
