A Texas oil heir has been mandated to pay $1.1 billion due to severe abuse inflicted on his two-year-old stepson, resulting in lifelong disabilities requiring constant care. The civil jury’s ruling against 34-year-old Charles Brooks Jr. comprises $291 million in compensatory damages and $810 million in punitive damages. This case, which was brought forth by Madison Ball, Brooks’ ex-wife, includes an award of $800 million for their seven-year-old son Stephen Sampson, while each of the parents receives $5 million. This verdict is recorded as the highest civil award for child assault in United States history.

Background of Abuse Incident

The brutal incident occurred on April 22, 2021. Brooks, who was responsible for babysitting at the time, contacted Ball, reporting that the child was unresponsive after allegedly falling from a kitchen table during a visit to Brooks’ grandmother’s house in Dallas. Despite her concern, Brooks dismissed the severity of the situation, insisting that the child would “sleep it off.” When Ball, demanding more information, requested to see her son via video call, she was alarmed to find him barely breathing and in distress, yet Brooks hesitated to seek immediate medical assistance.texas

Legal Implications and Brooks’ Criminal History

Brooks, who is the great-grandson of Percy Turner, a founding investor in Humble Oil, is currently serving a 40-year prison term for the assault. Following the attack, he tried to escape from justice by removing his ankle monitor and was subsequently located at a bar in South Texas. With a history of previous criminal offenses, including theft, aggravated robbery, and drug possession, he remains incarcerated at the San Saba County Jail. His eligibility for parole is set for 2042, with a projected release date of January 30, 2062.
