SIR in West Bengal: How to fill up Enumeration form online?

Amid ongoing Special Intensive Revision of electoral roll in West Bengal, finally, the enumeration form is available online. While Booth Level Officers (BLOs) started distributing the form door-to-door from Tuesday, November 4, online facility was not immediately available due to technical glitches cited by the Election Commission (ECI). Finally, the form has been made available online. How to fill it?

How to fill enumeration form?

The enumeration form will have to be downloaded and filled up and then uploaded on the Election Commission’s website again. Who are eligible fill up this form online? All voters who are away from home due to work, those who are unable to get the enumeration form from the BLO are eligible to fill the form online and submit it.

The enumeration form can be found by visiting the commission’s website (https://voters.eci.gov.in/). By logging in to the website (if not, you will have to sign up), select your state, and enter your EPIC number, then the form will appear. But if the EPIC number is not linked to your mobile number, then the form cannot be filled up. However, the Election Commission is providing an opportunity to link the mobile number and EPIC number. After completing that process, the enumeration form can be filled up online.

ECI has introduced online enumeration forms keeping in mind the convenience of all the voters who are residing out of the state due to work. However, the mobile number must be linked to the EPIC number. If not, a specific 8-number form will have to be filled up. That arrangement is available on the commission’s website. After that process, voters will be able to fill out the enumeration form step by step as instructed on the website.

The Election Commission has started the Special Intensive Revision (SIR) of the electoral rolls ahead of the 2026 Assembly Elections in West Bengal. The process involves Booth Level Officers (BLOs) going door-to-door to verify voter details, distribute forms, and add new eligible voters.

The main purpose of the SIR is to ensure that the electoral rolls (voter lists) are accurate and up-to-date before the state goes to polls in 2026. The process is designed to correct any errors, add eligible citizens who are currently not on the list, and remove names of those who are no longer eligible (e.g., due to death or relocation).

Controversy related to SIR in Bengal

The ruling Trinamool Congress (TMC), led by Chief Minister Mamata Banerjee, has accused the ECI and the central government’s ruling party, the BJP, of using the SIR as a tool to exclude legitimate voters, particularly minority populations. Mamata Banerjee even held a protest rally against the exercise.

There are reports of fear and panic among the populace, with some local reports of deaths linked to the anxiety over potential disenfranchisement. Concerns have been raised that the process requires proof of documentation that many poor or marginalized citizens may not be able to provide.
