Roundtable Meeting Focuses on Enhancing Piped Natural Gas Services in Urban Areas

A roundtable discussion titled “Expansion of Piped Natural Gas (PNG) Services and Maintaining Essential Services” convened on Saturday at Vigyan Bhavan in New Delhi. The meeting brought together a diverse group of stakeholders to evaluate the strategies for accelerating the expansion of the PNG network throughout urban India while ensuring the consistent delivery of essential services.

The Ministry of Housing and Urban Affairs provided a thorough presentation on the current state of the PNG rollout, emphasizing its numerous advantages over Liquefied Petroleum Gas (LPG), which include improved safety, reliability, affordability, and environmental sustainability. However, several challenges were recognized, particularly delays associated with municipal permissions, Right of Way (RoW) approvals, and elevated restoration charges, which are hindering timely network expansion.

Government Officials and Experts Collaborate on Urban Energy Solutions

Attendees of the meeting included Union Ministers from various ministries, such as Housing and Urban Affairs, Petroleum and Natural Gas, and Consumer Affairs, Food and Public Distribution. Additionally, Secretaries, senior officials from the Government of India, State Ministers, State Secretaries from Urban Development, and representatives from City Gas Distribution (CGD) units were present. Leaders from organizations like GAIL and Indian Oil also participated in the discussions.

Manohar Lal, the Minister for Housing and Urban Affairs, emphasized the integral role that urban areas play in driving economic growth. He called for a mission-oriented approach to expedite the expansion of PNG services, outlining several key priorities including establishing single-window approval processes, integrating PNG infrastructure into urban planning, and improving last-mile connectivity. An ambitious goal of adding 5 million new PNG connections was also announced.

Energy Security and Consumer Awareness Discussed at the Meeting

During the event, Hardeep Singh Puri, the Minister for Petroleum and Natural Gas, addressed the changing global energy dynamics, underscoring the necessity of developing a robust PNG infrastructure to ensure energy security and resilience. He urged both state governments and Urban Local Bodies (ULBs) to promote the adoption of PNG, particularly in regions that already have the necessary infrastructure in place.

Pralhad Joshi, Minister for Consumer Affairs, Food and Public Distribution, highlighted the importance of maintaining a steady supply of essential services while combating misinformation and preventing fuel black marketing. He advised state governments to enhance monitoring mechanisms and encouraged consumers to shift from LPG to PNG when possible, giving special preference to public institutions such as schools and colleges.

Implementation Strategies and Best Practices Shared

The discussions during the roundtable revealed various best practices aimed at expediting project implementation. Proposals included fast-tracking road-cutting permissions and adopting deemed approval mechanisms. However, attendees expressed concerns regarding high RoW charges and other procedural delays. A consensus emerged regarding the necessity to rationalize or temporarily waive such charges and implement a single-window, time-bound clearance system for better efficiency.
