The Punjab government has announced an increase in the dearness allowance for approximately 85,000 employees who were recruited after July 17, 2020, raising it by 18 percentage points to 60 per cent. This decision was confirmed by Cabinet Minister Aman Arora on Friday, highlighting the conclusion of discussions within a Cabinet sub-committee tasked with addressing the concerns of state employees.

This recommendation will be sent to the Chief Minister for final approval. The current situation sees these employees receiving pay that is aligned with Central government pay scales, which includes a dearness allowance of 42 per cent—a figure that has been noted as lower compared to that of their predecessors who were appointed prior to July 2020.

Arora explained that the disparity in pay structures between Central and Punjab scales has led to confusion among employees and has raised questions regarding equity in remuneration. He mentioned that Punjab’s pay scales, which are typically higher, could exceed the Central pay scales by 30 to 70 per cent.

Impact on Employee Pay Structures

The Minister elaborated that the addition of the dearness allowance currently at 42 per cent to the Central basic pay results in a compensation package that still falls short compared to Punjab’s historical pay scales. With the proposed increase to 60 per cent, employees would see their wages rise even further, maintaining the province’s advantage over the Central scales.

Arora noted that the prior Congress government had opted to adopt Central pay scales for recruits post-July 17, 2020, an approach which has resulted in roughly 85,000 new appointments over the past six years. The current government led by Bhagwant Mann aims to rectify this by enhancing their dearness allowance as a significant gesture, described by Arora as a “Janmashtami gift.” However, he clarified that this increase will not be extended to employees who were employed before this date.

The Minister emphasised that the administration has been consistently prioritising the welfare of employees, asserting that effective governance cannot be achieved without recognising the importance of its workforce.

Employee Protests and Government Response

This announcement coincides with ongoing protests involving over three lakh government employees, who staged a statewide strike on August 27. The striking employees have put forward various demands, including the release of their pending 18 per cent dearness allowance. They have indicated plans to take mass casual leave on September 8 if their requests are not addressed, particularly a call to retract a notice regarding disciplinary action against those who were absent during the August 27 strike.

The protesting workforce has requested that the government responds by September 7, expecting the withdrawal of the disciplinary notice directed at them. The Punjab government, in its efforts to ease tensions, has encouraged employee unions to foster a dialogue instead of continuing confrontational approaches, reiterating that these employees are integral to the framework of good governance.
