Overall Crime Rate Declines in India But Cybercrimes Reach Record Levels: NCRB

India’s overall crime rates exhibited a notable decline in 2024, according to the latest report from the National Crime Records Bureau (NCRB). The report reveals that the nation recorded 58.8 lakh cognisable offences, representing a reduction of six per cent compared to 62.4 lakh cases in 2023. This trend encompasses various types of crimes, with murder cases experiencing a decrease of 2.4 per cent.

Crimes against women also saw a slight reduction, declining by 1.5 per cent in the same period. Despite this drop, domestic violence remained a major factor within the category of offences against women. The decline in murder and women-related crimes indicates a broader positive trend in public safety across many regions in India.

However, the evolving nature of crime has led to new challenges that are predominantly digital in nature. The distinction in crime types highlights the shifting dynamics of criminal activity within the country.

Significant Increase in Cybercrime Rates

In stark contrast to the overall decline in traditional crime, cybercrime rates surged in 2024. Reports indicate an approximate 18 per cent increase, marking the highest levels of cybercrime recorded in the nation’s history. Over 1 lakh cases of cybercrime were reported, with fraud being the most common motive, accounting for 73,987 incidents, or nearly 73 per cent of all cases.

Additional categories of cybercrime included 5,710 cases related to sexual exploitation and 2,530 instances of cyber extortion. Cases aimed at damaging reputations totalled over 1,900. Notably, Telangana emerged as the state with the highest number of cybercrime incidents, followed closely by Karnataka.

The increase in cybercrimes underscores the urgent need for comprehensive strategies and preventive measures to combat these evolving threats, as traditional law enforcement methods may not sufficiently address digital offences.

Continued Challenges with Crimes Against Women and Children

While overall crime rates decreased, crimes against women still raised concerns, with 4,41,534 reported cases in 2024. The reduction, albeit marginal at 1.5 per cent, maintains domestic violence as the leading category of such offences. Additional serious issues included kidnapping and abduction of women, alongside assaults intended to outrage modesty and incidents of rape.

Children remain one of the most vulnerable demographics, with reported crimes against minors increasing by nearly six per cent to reach 1,87,702 cases. Delhi recorded the highest rate of crimes against children, with 138.4 cases per lakh child population. Among these, kidnapping and abduction represented the largest segment, totalling 82,847 cases, while violations under the Protection of Children from Sexual Offences (POCSO) Act stood at 64,966.

Moreover, the decline in the overall murder rate saw 27,049 cases registered in 2024, a drop from 27,721 cases in 2023. Factors influencing homicides primarily included property and land disputes, family conflicts, and personal enmity. Within major metropolitan areas, Delhi’s murder count of 504 remained considerably higher than those of other cities, highlighting persistent challenges in urban crime management.
