NPCI Delays UPI Merchant Discount Rate Charges Until After Diwali

The CSR Journal Magazine

The National Payments Corporation of India (NPCI) has announced that the rollout of merchant discount rate (MDR) charges on specific Unified Payments Interface (UPI) transactions will be postponed until after the Diwali festival. NPCI’s managing director and chief executive officer, Dilip Asbe, confirmed this decision in an interview on Tuesday. He stated, “We have deferred the rollout until after Diwali. The final date will be announced soon.”

Concerns Over Impact on Festive Spending

This decision to delay the implementation comes in response to significant pushback from various trade bodies, which have expressed concerns that introducing these charges could negatively affect consumer spending during the festive season. The festive period is traditionally marked by increased retail activity, and stakeholders fear that the new charges might deter consumers from making purchases.

On 15 September, the Ministry of Finance had announced the reintroduction of the merchant discount rate on select UPI transactions, a move that had been reversed in January 2020. The MDR was initially scrapped to promote digital payments and enhance consumer adoption of UPI services. However, the recent announcement to reinstate these charges has raised eyebrows among merchants and consumers alike.

Under the proposed framework, a charge of 0.4 per cent was to be applied to eligible person-to-merchant (P2M) UPI transactions that exceed ₹2,000, with a maximum fee of ₹300 for transactions amounting to ₹75,000 or more. Notably, person-to-person (P2P) transactions and merchant payments up to ₹2,000 were to remain exempt from these charges. Additionally, small merchants with monthly UPI transactions not exceeding ₹1 lakh were also proposed to be excluded from the MDR.

Understanding Merchant Discount Rate (MDR)

MDR is a fee that merchants pay to banks, card networks, and point-of-sale providers for offline transactions, as well as to payment gateways for online purchases. The implementation of these charges is intended to facilitate the processing of digital transactions, covering the costs incurred by financial institutions and service providers. However, the timing of the rollout has raised questions about its appropriateness during a peak shopping season.

Trade organisations have indicated that the introduction of MDR during such a crucial period could lead to a decline in transaction volumes, as consumers may reconsider their spending habits in light of additional charges. The festive season is a critical time for retailers, and any perceived barriers to spending could have broader implications for the economy.

As the NPCI prepares to announce a new implementation date for the MDR, stakeholders are closely monitoring the situation. The outcome of this decision could significantly influence the landscape of digital payments in India, particularly as the country continues to push for greater adoption of cashless transactions.

Future Implications for Digital Payments

The deferral of the MDR rollout raises important questions about the future of digital payment systems in India. As the country moves towards greater financial inclusion and digitalisation, the balance between facilitating transactions and ensuring consumer protection remains a critical consideration. Stakeholders are likely to engage in further discussions to address concerns and find a mutually beneficial solution.

In the coming weeks, the NPCI is expected to provide clarity on the revised timeline for the MDR implementation. This will be closely watched by both merchants and consumers, who are keen to understand how these changes will affect their transactions in the future. The outcome will play a significant role in shaping the trajectory of UPI as a preferred payment method in India.

As the situation develops, the NPCI’s decisions will be pivotal in determining how digital payment frameworks evolve in response to market needs and consumer behaviour. The organisation’s commitment to balancing innovation with consumer interests will be crucial for the continued growth of digital transactions in the country.
