On August 24, 2026, student activist Devendra Nath Mahto commenced a significant tour across 24 districts in Jharkhand, beginning from Ramgarh. This initiative aims to engage the youth and advocate for extensive reforms in recruitment examinations within the state. Mahto’s campaign comes in response to widespread concerns regarding the integrity of recruitment processes and emphasizes the need for systemic improvements.

Before embarking on the tour, Mahto sought the blessings of local villagers and Shibu Soren, the patriarch of the Jharkhand Mukti Morcha (JMM). He highlighted the importance of invoking traditional rituals to garner community support for the campaign. The central theme of this movement is to ensure transparent hiring practices and to safeguard against examination malpractices.

Mahto expressed determination to connect both rural and urban populations through this initiative, indicating, “This 24-district, 24-resolve, one voice will advocate for reform in the recruitment system.” He aims to amplify the message of the campaign by reaching out to every village in Jharkhand.

Call for Reforms in Recruitment Processes

The tour aims to address critical issues such as the prevention of question paper leaks, the elimination of lobbying in civil service appointments, and the eradication of corruption in recruitment examinations. Mahto underscored the urgency of these reforms, stating that the current system must remain free of corruption.

In his discussions with the media, Mahto emphasised the necessity for guaranteed measures to combat malpractices. He pointed out that decisions regarding 45 contentious recruitment examinations conducted by the Jharkhand Public Service Commission (JPSC) and other agencies must be legally preserved, regardless of any ongoing legal disputes.

The Jharkhand government has previously cancelled or initiated investigations into these 45 controversial examinations. This decision followed a student protest lasting 26 days in Ranchi, which focused on alleged paper leaks and irregularities in the recruitment process. Various examinations involved have been contentious, including those for the positions of deputy collectors, civil judges, and forest range officers.

Legal and Political Implications of the Campaign

The campaign unfolds amid a backdrop of legal and political tensions regarding recruitment processes in Jharkhand. The Jharkhand High Court temporarily stayed the cancellation of the contentious examinations after petitions were filed by candidates who had already been appointed. This legal development has added a layer of complexity to the ongoing protests and calls for reform.

While aspiring candidates continue to advocate for improvements in the recruitment process, selected candidates are also voicing concerns about job security. Investigations by the Criminal Investigation Department and various oversight committees are already in progress, attempting to address the systemic issues identified.

Mahto has made a firm demand for legally binding assurances from the government that future recruitment drives will be conducted with fairness, devoid of political interference. He reiterated the aspirations of the campaign, affirming, “We are taking a pledge that there should be no rigging in any examination and no job should be obtained through lobbying.”

The tour also included a visit to Nemra, the ancestral village of Shibu Soren, where participants paid homage by garlanding his statue. This symbolic gesture reflects the campaign’s roots and its aim to rally public support on issues of transparency and accountability within Jharkhand’s recruitment system.
