Nagpur Police Commissioner Vishwas Nangre Patil has announced prohibitory measures concerning the use of DJ and Dolby sound systems, as well as high-intensity beam and laser lights, during festive processions and public celebrations in the city. These measures aim to address concerns regarding noise pollution, ensuring public safety, managing traffic, and maintaining law and order.

The directive falls under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. It specifically states that modified vehicles equipped with high-powered sound equipment such as DJ systems, Dolby systems, and various multi-speaker setups will not be allowed during the celebrations. Equipment that complies with the regulations set out in the Noise Pollution (Regulation and Control) Rules, 2000, will remain exempt from these restrictions.

Concerns Regarding Laser and Beam Lights

In addition to sound system restrictions, the order also includes a ban on high-intensity beam lights and laser lights. Authorities expressed that such lighting can adversely impact the eyesight of citizens, temporarily blinding motorists and consequently heightening the risk of road accidents. The regulations aim to ensure a safer environment for everyone during festive occasions.

Organisers, festival committees, and operators of DJ and Dolby systems, as well as lighting equipment, have been instructed to ensure that prohibited apparatus is sealed and not utilized throughout the specified period. This directive underscores the importance of adhering to safety norms during community celebrations.

The stipulated restrictions regarding sound systems will remain valid from September 3 until November 1, 2026. On the other hand, the ban on beam and laser lights will be enforced until September 8, 2026. Violation of these prohibitive orders may lead to legal repercussions as outlined by the relevant legal frameworks.

Police authorities have reiterated that non-compliance with these new regulations will result in legal action under applicable laws. The enforcement of these orders aims to create a peaceful festive environment while prioritising public safety and welfare.
