MCD Introduces ‘Suniyo 2.0’ Property Tax Amnesty Scheme for Taxpayers

The CSR Journal Magazine

The Municipal Corporation of Delhi (MCD) has launched the ‘Suniyo 2.0 – One Plus Seven’ property tax amnesty scheme aimed at providing relief to property owners regarding their outstanding dues. This initiative commenced on September 29 and will remain effective until December 31, 2026. The scheme allows taxpayers to clear their eligible tax liabilities for the current financial year of 2026-27 alongside the previous seven years, covering the period from 2019-20 to 2025-26, without incurring any interest or penalties.

Under the terms of the scheme, property owners are required to pay only the principal amount due for the years specified. After settling their dues for these eight financial years, any outstanding property tax liabilities prior to 2019-20, along with applicable interest and penalties, will be waived under the scheme’s guidelines. This provision aims to facilitate easier compliance for taxpayers burdened by historic dues.

For property owners with total tax liabilities amounting to Rs 5 lakh or more, the MCD has introduced a part-payment option. Eligible taxpayers may choose to pay their outstanding dues in instalments, provided they adhere to the conditions set forth in the scheme. This flexibility aims to accommodate varying financial capabilities among taxpayers.

Taxpayer Support and Engagement Initiatives

The MCD has set up a dedicated helpline at +91-7065064988 to assist taxpayers with inquiries related to the amnesty scheme. This initiative is expected to enhance communication and provide necessary support to taxpayers who may have concerns or require clarification regarding the amnesty process.

To further promote the scheme, the MCD is organising taxpayer facilitation camps through its zonal offices. This effort is being executed in collaboration with various local organisations, including resident welfare associations, group housing societies, market associations, and chambers of commerce. These camps are designed to reach out to a wider audience of property owners, ensuring they have access to information about the scheme and are encouraged to participate.

The Mayor of Delhi, Pravesh Wahi, has made a public appeal to property owners to take advantage of this opportunity and settle their eligible dues before the December 31 deadline. By doing so, he emphasised the importance of civic responsibility and the benefits that come with clearing outstanding tax obligations.

Court Cases and Additional Provisions

Another notable aspect of the ‘Suniyo 2.0’ scheme is its provision for those involved in ongoing property tax disputes in court. Taxpayers who find themselves in such situations may still opt to benefit from the amnesty scheme, provided they submit an undertaking to withdraw any pending litigation in accordance with the rules established for the scheme. This provision has been included to facilitate a smoother tax compliance experience for taxpayers engaged in legal challenges.

The MCD aims to ensure comprehensive participation in this scheme, recognising the diverse needs of its taxpayer base. Through effective communication and support initiatives, the organisation hopes to encourage property owners to clear their past dues, thereby benefiting the overall financial health of municipal resources.

As the closure date of the scheme approaches, taxpayers are advised to assess their dues and consider the advantages of settling under the amnesty. By offering relief on past liabilities, the MCD is taking significant measures towards enhancing tax compliance in the region.
