Jammu & Kashmir Reopens 14 Tourist Spots Closed After Pahalgam Attack

The CSR Journal Magazine

In a major step to revive tourism, 14 prominent tourist sites in Jammu and Kashmir have been reopened following their closure after the Pahalgam terror attack in April 2025. Lieutenant Governor Manoj Sinha announced the decision on Monday, allowing both locals and tourists immediate access. The reopening follows extensive security assessments that deemed these areas safe for visitors.

Key Attractions Reopened

Among the reopened destinations are Asia’s largest tulip garden in Srinagar and the picturesque alpine meadow at Yousmarg. These reopenings come nearly a year after the April 22 attack at Baisaran meadow in Pahalgam, which claimed 26 lives, most of them tourists, prompting the temporary closure of around 50 tourist spots across the Union Territory.

The 11 reopened locations in the Kashmir division include:

  1. Yousmarg

  2. Doodhpathri

  3. Dandipora Park in Kokernag

  4. Peer Ki Gali

  5. Dubjan and Padpawan in Shopian

  6. Astanpora

  7. Thajwas Glacier

  8. Hung Park in Ganderbal

  9. Wullar and Watlab in Baramulla

  10. Indira Gandhi Memorial Tulip Garden in Srinagar

  11. In the Jammu division, three sites are accessible again: Devi Pindi in Reasi, Mahu Mangat in Ramban, and Mughal Maidan in Kishtwar.

Areas Still Awaiting Reopening

Some locations remain closed due to heavy snowfall. In the Kashmir division, Gurez, Athwatoo, and Bangus are pending clearance, while Ramkund in Jammu will reopen once weather conditions improve. With this announcement, the total number of reopened tourist destinations in the region reaches 42. The phased reopening previously allowed 12 sites in September 2023 and another 16 in June 2023.

Tourist Attractions and Experiences

The Indira Gandhi Memorial Tulip Garden remains a major attraction, drawing crowds with its vibrant blooms against the Zabarwan hills and overlooking Dal Lake. Yousmarg, located in Badgam district, is popular for its tranquil alpine meadows and pine forests. Doodhpathri, often called the “Valley of Milk,” features lush pastures and pristine streams, particularly appealing during the summer months.

Tourism Recovery After the Pahalgam Attack

The Pahalgam incident had led to a significant drop in tourist arrivals across the Union Territory. However, authorities report a steady resurgence in tourism, credited to enhanced security measures, improved transport infrastructure, and the successful conduct of the Amarnath Yatra pilgrimage. Over the past three years, Kashmir has recorded unprecedented tourist arrivals, signaling recovery despite previous setbacks.

Government Focus on Tourism

The reopening of these sites underscores the administration’s commitment to reviving the tourism sector. During a recent Assembly session, former Chief Minister Omar Abdullah emphasized concerns over prolonged site closures and announced plans to discuss the matter with Union Home Minister Amit Shah to ensure smooth operations at tourist hotspots.

The resumption of access to these destinations not only strengthens the local economy but also reassures visitors of their safety, reflecting the government’s priority on both security and tourism promotion.
