The journey of development in India is increasingly characterised by efforts to ensure equitable progress across all communities. Central to this transformation is the Ministry of Tribal Affairs (MoTA), which aims to foster an environment where tribal populations can access quality education, vital services, sustainable livelihoods, and opportunities to engage in societal development while maintaining their diverse cultural traditions.

The ministry has shifted its focus over the years from isolated initiatives to a comprehensive model centred on tribal empowerment. This includes a prioritised approach that promotes the integration of basic services and encourages communities to become active participants in the development process.

Enhancing Education for Tribal Youth

Education is a fundamental driver of social and economic advancement within tribal communities. Since its establishment in 1999, the Eklavya Model Residential Schools (EMRS) programme has been dedicated to offering tribal students a quality learning environment. A significant overhaul occurred in 2018-19, when EMRS transitioned to a Central Sector Scheme, receiving an enhanced budget exceeding Rs 24,000 crore for implementation. This change resulted in the founding of the National Education Society for Tribal Students (NESTS), which has bolstered the programme’s operational framework.

Furthermore, the ministry’s recent projects represent a notable advancement towards comprehensive tribal development. Launched in 2023, PM JANMAN directly addresses the socio-economic upliftment of Particularly Vulnerable Tribal Groups (PVTGs), involving nine Union Ministries/Departments. Its aim is to modify scheme criteria as necessary to extend vital resources to remote communities.

Capitalising on the knowledge gained from PM JANMAN, the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) commenced in October 2024. This initiative consolidates 17 Union Ministries/Departments through 25 specific interventions aimed at ameliorating infrastructure and service inadequacies in around 63,000 villages predominantly inhabited by tribal populations.

Promoting Sustainable Livelihoods and Entrepreneurship

The Ministry of Tribal Affairs is increasingly connecting tribal development with entrepreneurship and sustainable economic options. The Van Dhan Vikas Kendras, initiated in 2018-19, were established to boost income prospects for tribal gatherers. This effort expanded under the Pradhan Mantri Janjatiya Vikas Mission (PMJVM) to include a broader range of tribal products beyond minor forest produce.

Emerging avenues like green skills and tourism are also being explored. In collaboration with the Ministry of New and Renewable Energy and the Tata Power Skill Development Institute, training initiatives in Solar PV Helper and Assistant Technician skills are offered to Scheduled Tribe (ST) and PVTG youth. Simultaneously, the Tribal Eco Tourism Pilot Programme promotes homestays, providing tribal families with hospitality training to generate income while presenting their unique cultural identities.

Healthcare Initiatives and Cultural Preservation

The Ministry is complementing its development strategies by intensifying focus on health services and traditional knowledge. The JANHIT initiative aims to enhance disease surveillance, preventive healthcare, and evidence-based health planning in tribal regions. Partnerships with the Indian Council of Medical Research (ICMR) and the Council of Scientific and Industrial Research-National Botanical Research Institute (CSIR-NBRI) are facilitating community health support, disease prevention, and conservation efforts surrounding medicinal plants while acknowledging traditional tribal knowledge.

Preservation of tribal identity continues to be a top priority. Plans for the establishment of eleven Tribal Freedom Fighter Museums across various States and Union Territories are in progress, alongside the observance of 15 November as Janjatiya Gaurav Divas, which honours tribal history and contributions. The Tribal Freedom Fighter Model Village initiative aspires to transform the origins of esteemed tribal freedom fighters into exemplary villages embodying heritage and inclusive development.

This multi-faceted approach illustrates the Ministry’s vision for tribal development, which seeks an inclusive model integrating infrastructure, essential services, education, and culture. The Janjatiya Garima Utsav 2026 served as a platform for highlighting the aspirations of tribal youth, underscoring the importance of dignity, participation, and technology in this ongoing journey towards an equitable future for tribal communities.
