The Himachal Pradesh government is set to implement the High Value Nut Mission from 2026 to 2031. This initiative aims to fortify the horticulture sector and elevate the livelihoods of farmers in the state. The mission will focus on promoting the cultivation of high-value temperate nut crops, which include walnut, almond, apricot, and chilgoza (pine nut). By addressing some of the critical challenges faced in this sector, the mission seeks to improve productivity and the overall economy for farmers.

Implementation Strategies for the Mission

The initiative will cover approximately 1,000 hectares through orchard rejuvenation and the establishment of high-density plantations. Specifically, the plan includes revitalising 900 hectares of ageing and low-yielding orchards through scientific methods. These methods will encompass canopy management, the replacement of old trees, and improvements in soil health and water management practices.

Additionally, 100 hectares will be set aside for model high-density plantations equipped with advanced planting materials and micro-irrigation systems. These plantations will also incorporate climate-resilient farming practices and state-of-the-art agricultural technologies. Establishing four high-tech nurseries and two Centres of Excellence in vital nut-growing areas is part of the plan, aiming to provide certified, disease-free planting materials.

These centres will not only facilitate research and training but also demonstrate modern orchard management techniques, further increasing productivity across the sector.

Strengthening Value Chains and Community Impact

The mission also proposes the establishment of ten modern facilities for collection, grading, sorting, packaging, processing, and value addition. By doing so, it aims to reduce post-harvest losses, enhance product quality, and create better market access for growers. In addition, by fostering the development of Farmer Producer Organisations (FPOs) and encouraging private sector investment through Public-Private Partnerships (PPP), the initiative aims to provide farmers with crucial financial support.

A significant focus of the mission will be on the conservation and regeneration of chilgoza in tribal regions. This effort includes community-based forest management and propagation facilities for seed germination, creating a balance between environmental sustainability and economic opportunities for local populations. Such programmes aim to not only conserve biodiversity but also provide sustainable livelihoods for communities involved in horticulture.

Chief Minister Sukhvinder Singh Sukhu has emphasised that the High Value Nut Mission is poised to usher in a transformative phase for the horticulture sector in Himachal Pradesh. The Chief Minister has reiterated the importance of harnessing the state’s potential for cultivating temperate nut crops, which will be further supported by improved technology and infrastructure.

Impact on Rural Economy and Employment Opportunities

According to the Chief Minister, the initiative holds the promise of significantly enhancing productivity levels, improving profitability, and generating employment opportunities for the youth in rural areas. By reinforcing the rural economy, the government aims to create a more resilient, technology-driven, and market-oriented horticulture sector.

The mission’s concentration on orchard rejuvenation, value addition, and export promotion is designed to enable farmers to earn higher returns. Furthermore, the commitment to chilgoza conservation along with targeted support for women, tribal communities, and FPOs indicates a focus on inclusive development that aims to benefit many families engaged in horticulture throughout Himachal Pradesh.
