Gold, 2 Cr Cash, and Corruption: Assam Top Officer Behind Bars

A senior vigilance operation in Assam led to the arrest of ACS officer Nupur Bora after sleuths recovered nearly Rs 2 crore in cash and jewellery from her residences in Guwahati and Barpeta. The seizures include about Rs 92 lakh in cash and gold jewellery valued at over Rs 1 crore. Additional assets were seized from her Barpeta outlet.

Bureaucrat Sold Hindu Land for Cash, Says Assam CM

For around six months, authorities have been monitoring Bora following allegations tied to disputed land transfers and registration irregularities. Chief Minister Himanta Biswa Sarma said, “This officer had transferred Hindu land to suspicious individuals in exchange for money when she was posted in the Barpeta revenue circle. We have taken strict action against her.”

Bora, born March 31, 1989, hails from Golaghat district. She joined the Assam Civil Service in 2019. Before her posting as Circle Officer in Goroimari, Kamrup district, she served in Barpeta and as Assistant Commissioner in Karbi Anglong. She holds a Bachelor’s in English Literature from Gauhati University and formerly taught at DIET.

MLA Claims Officer Used ‘Rate Card’ for Bribes in Land Deals

Complaints came through local activist circles, including Krishak Mukti Sangram Samiti led by MLA Akhil Gogoi, who alleged that Bora maintained a “rate card” of fees—ranging from Rs 1,500 for land maps to Rs 2 lakh for altering land records—to facilitate bribes.

The state’s vigilance cell also raided homes of her aide, Lat Mandal Surajit Deka, associated with Barpeta’s Revenue Circle Office. He is accused of acquiring land plots with Bora’s cooperation.

More Raids Likely After Cash, Gold Seized in First Round: SP

Rosy Kalita, SP of the vigilance cell, said the first raid yielded cash and jewellery, and further searches might reveal more. The raids were delayed overnight when Bora was reportedly staying elsewhere; they were conducted early Monday once her presence was established.

Authorities are now looking into multiple corruption allegations linked to her tenure, particularly in revenue and land administration in minority-majority areas.
