In a major relief for teachers in Bihar, Chief Minister Nitish Kumar has announced that teachers seeking inter district transfers can choose from three districts of their preference. The CM on Thursday directed the education department to ensure that government school teachers are posted in their preferred blocks or nearby areas, and also allowed them to choose three districts for inter-district transfers.
“We have received suggestions from various sources regarding the recent teacher transfers conducted by the Education Department. In the process of reviewing this, I have given clear instructions to the Education Department that for teachers facing issues related to inter-district transfers, options for three districts will be obtained from them, after which their postings will be made in those districts only,” CM Nitish wrote in Hindi on X on Thursday.

“The task of postings within districts will be carried out by a committee of district officials so that, as far as possible, teachers are posted in their desired blocks or nearby areas. Teachers are very important for the future of children, and therefore, I humbly request that they work diligently for the education of children in Bihar without being anxious about this matter,” the CM further wrote assuring teachers that they will get what they want.
The Bihar government’s step comes at a time when there is a growing discontent among teachers across the state regarding postings and transfers to be carried out based on personal preferences. The absence of subject teachers in many schools has reportedly disrupted children’s education.
In response to the growing concerns, the Education Department has recently launched an online self-transfer system. This aims to reduce dissatisfaction among teachers regarding postings and improve efficiency in addressing vacancies across schools.
84.4 per cent of teacher recruitment posts to be reserved for domicile residents in Bihar
The Bihar Cabinet, led by Chief Minister Nitish Kumar, approved a proposal to reserve 84.4 per cent of teacher recruitment posts for domicile residents on Tuesday. The move aimed to prioritise local candidates in the state’s education sector, comes ahead of the upcoming Bihar Assembly elections scheduled for October-November this year.
“The proposal for giving preference to native residents of the state in teachers’ recruitment exams was cleared,” Additional Chief Secretary (Cabinet Secretariat) S Siddharth told the press following the state cabinet meeting held on Tuesday.
This announcement follows Chief Minister Nitish Kumar’s remarks on Monday, where he claimed that the policy would be applied to the recruitment process for school teachers.
CM Nitish Kumar had mentioned in an X post on Monday, “The Education Department has been directed to make necessary amendments to the relevant rules to give priority to the residents (DOMICILE) of Bihar in the recruitment of teachers. This will be implemented from TRE-4 onwards.
TRE-4 will be conducted in the year 2025, and TRE-5 will be conducted in the year 2026. Instructions have also been given to conduct STET before the organization of TRE-5.”
Mr. Kumar announced solution for long standing demands of teachers for inter state transfers and postings.
The Chief Minister said, based on their preference their postings will be finalized within those districts. Mr. Kumar announced the decision on social media this morning. He asked the Education Department to resolve the problem regarding transfer posting of lakhs of teachers. The Chief Minister stated that within districts District Education Officers will be able to do transfers of teachers.
