Centre Seeks Report on Protocol Breaches During President Droupadi Murmu’s West Bengal Visit

The CSR Journal Magazine

The Central government has formally requested the West Bengal administration to provide a comprehensive report addressing protocol failures during President Droupadi Murmu’s visit to attend a tribal conference in West Bengal. Union Home Secretary Govind Mohan has instructed the Chief Secretary of West Bengal to submit this report by 5 PM on Sunday.

The requested details include the lack of adherence to the established protocol for the President’s reception, a last-minute venue change for the International Santal Conference, alterations to the travel route, and various other logistical issues encountered during the visit.

Venue Changes and Their Implications

The necessity for this report arose after President Murmu publicly expressed dissatisfaction with the arrangements made by the West Bengal government for the event. Her concerns were particularly directed at the shift in the venue of the International Santal Conference from the initially designated site in Bidhannagar to Gossainpur, located in the Bagdogra area on the outskirts of Siliguri. The abrupt decision, along with the absence of state ministers to receive her upon arrival, led to visible discontent from the President.

Concerns Voiced by President Murmu

Following her attendance at the conference in Gossainpur, President Murmu traveled approximately 30 kilometers to reach Bidhannagar. During her address to local residents, she reiterated her disappointment regarding the venue change, stating that the original location at Bidhannagar could have comfortably accommodated a larger gathering. She emphasized that many members of the Santal community were unable to attend the conference because it was relocated away from their area. Her comments underscored her concern over the decision to move the event and its impact on community participation.

President’s Remarks on State Leadership Absence

In her speech, President Murmu pointed out the customary protocol for presidential visits, where it is typical for the Chief Minister and state ministers to be present to receive the President. She expressed her surprise at the absence of West Bengal Chief Minister Mamata Banerjee during her visit. The President highlighted her connection to the state, referring to herself as a “daughter of Bengal,” and questioned the circumstances surrounding the protocol breaches, suggesting a need for clarification from the state government regarding their decisions.

Government’s Response and Next Steps

In light of President Murmu’s remarks, the Union Home Ministry has taken note and directed the West Bengal government to clarify the reasons behind the changes made in the event’s venue and the deviations from established protocol. The response from the state government is anticipated as officials seek to address the President’s concerns and ensure adherence to protocol during future engagements. The situation raises important considerations regarding the management of high-profile events and the responsibilities of state authorities in maintaining proper protocols during significant visits.
