BMC Embraces Role as Partner of Mumbai’s Film Industry

Mumbai’s position as the heart of Indian cinema will strengthen further. Brihanmumbai Municipal Corporation (BMC) Commissioner Bhushan Gagrani recently declared that the civic body will no longer act just as a facilitator but as an active collaborator with the film industry. Speaking at a consultation event, Gagrani said, “BMC is not here as an organiser but as a participant.” This shows the corporation’s commitment to closely working with film professionals to nurture the city’s creative growth.

Bollywood has firmly anchored Mumbai on the world map. It draws filmmakers from across India and many countries worldwide. However, in recent years, filmmakers faced difficulties such as complicated permission processes, logistical challenges, and harassment at shooting spots. Many chose to shoot outside Mumbai or abroad, citing high costs and bureaucratic red tape as major reasons.

BMC’s Steps to Support Filmmakers

To address these issues, BMC introduced several new measures aimed at restoring Mumbai’s status as a filmmaker’s dream destination. The civic body opened many of its properties for film shoots, including heritage schools, public walkways, and gardens. It also simplified permission processes and lowered costs. Gagrani’s team is working on a ‘single window’ system. This will allow filmmakers to get all permissions from one place without running across multiple departments. In addition, BMC is preparing a rate card that sets transparent, reasonable fees depending on locations and shoot requirements.

While film shoots do not bring large revenue to the city, Gagrani emphasised that BMC’s primary job is to support and enable filming activities. “Our job is to facilitate filming in the best possible way,” he said. He believes that a more welcoming Mumbai will encourage local films to stay and draw more international productions to use the city as their backdrop.

Celebrating Mumbai’s Cinematic Legacy and Eco-friendly Filming

During the consultation, BMC launched a coffee table book honouring Mumbai’s rich film history. It also released a green filming handbook to promote eco-friendly movie production. The civic administration invited feedback from filmmakers, producers, and other stakeholders to ensure policy reforms address industry needs and improve ease of doing business.

Mumbai earned the title of UNESCO Creative City of Films in 2019. BMC hopes to leverage this status and its film legacy to boost economic growth, cultural tourism, and community pride. Film shoots bring quick revenue to local areas, create temporary jobs, and support businesses like hotels, catering, set designers, and equipment suppliers.

Some experts cautioned BMC to keep fees low and to fight local extortion and excessive bureaucracy. BMC acknowledged these concerns. The civic body assured that departments such as the fire brigade will coordinate closely to make filming safe and smooth, while respecting city life and its residents.
