Big Twist in Haryana IPS Death Case — FIR Against Officer’s Wife & MLA

The CSR Journal Magazine

The shocking deaths of Haryana IPS officer Y Puran Kumar and ASI Sandeep Lathar have thrown the state police and political circles into turmoil. What started as a suicide case has now expanded into caste discrimination claims and allegations of corruption.

A major twist has emerged with an FIR filed against Amneet P Kumar, wife of the late IPS officer Y Puran Kumar. Late Sandeep Lathar’s family has filed the FIR against four individuals — including Amneet P Kumar, Amit Rattan (the late IPS officer’s brother-in-law and MLA), and two other people.

Police officials have confirmed that the case is being handled sensitively, with a detailed investigation underway to determine the circumstances that led to the ASI’s death and the involvement of those named in the FIR.

Sandeep’s relative Satyawan Lathar confirmed that the post-mortem has been completed and that the last rites will be performed in Julana today.

Who are named in the FIR?

  • Amneet P Kumar, wife of the late IPS officer

  • Amit Rattan, her brother and senior IAS officer

  • Sushil Kumar, Bathinda (Rural) MLA

  • Sunil, an exemptee assistant sub-inspector

All of the above have been booked under Section 108 (abetment of suicide) and Section 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita (BNS).

According to the investigation, the late ASI Sandeep Lathar had arrested MLA Sushil Kumar just a day before IPS Y Puran Kumar’s death — an incident that reportedly led to threats against Lathar.

What is the ASI Sandeep Lathar twist?

Exactly a week after IPS Y Puran Kumar’s death, ASI Sandeep Lathar (41) allegedly shot himself at his home in Rohtak. He was posted in the cyber cell at the time.

Lathar left behind a suicide note and a six-minute video in which he accused the late IPS officer and his family of corruption. He also claimed to have evidence proving that Kumar took his life to avoid family humiliation.

What action has the government taken?

The Haryana government has:

  •  Sent DGP Shatrujeet Kapur on leave

  • Transferred Rohtak SP Narendra Bijarniya, who was named in Kumar’s note

  •  Promised a government job to Lathar’s widow

  • Granted state honours at Lathar’s funeral

  • Ordered a proper and time-bound probe

Chief Minister Nayab Singh Saini has assured appropriate action and justice for Lathar’s family.

Meanwhile, opposition leaders — including former CM Bhupinder Singh Hooda and INLD’s Abhay Singh Chautala — have demanded an independent investigation led by a sitting Punjab and Haryana High Court judge or a CBI probe.

What is the current status of both cases?

1.The Chandigarh Police SIT is investigating IPS Puran Kumar’s death, while the Rohtak Police is handling ASI Lathar’s case.

  1. The post-mortem of Lathar has been completed, and his cremation will take place today.

  2. The forensic examination of the laptop allegedly used by IPS Puran Kumar to write his suicide note is still pending.

  3. As both cases gain national attention, political pressure continues to mount. The Opposition is questioning bias, accountability, and transparency within the Haryana Police.
