Yumnam Khemchand Takes Charge as New Manipur CM

The CSR Journal Magazine

Senior Bharatiya Janata Party (BJP) leader Yumnam Khemchand Singh has been selected to become the next Chief Minister of Manipur. His appointment is set to mark a significant step towards administrative restoration in the northeastern state, which has been under presidential rule since February 2025.

Presidential Rule in Manipur Since February 2025

The state of Manipur has been governed under Article 356 of the Constitution, which authorises the imposition of President’s Rule in states facing a breakdown of constitutional machinery. Manipur was placed under such a provision on 13 February 2025 following a period of political instability.

With this decision, the 60-member Manipur Legislative Assembly had been suspended, and administrative control shifted to the central government through the office of the Governor. The development of re-establishing a state government signals a shift back to democratically elected leadership.

A Seasoned Politician with a Sporting Background

Yumnam Khemchand Singh, aged 62, is not only known for his political career but also for his achievements in sports. He has practised taekwondo for several years, maintaining an active interest in martial arts alongside his duties in public service.

Singh represents the Singjamei constituency in the Manipur Legislative Assembly and has previously served as the Speaker of the Assembly. He holds a credible reputation within the party and the legislative community.

His selection as the new head of government is seen as part of the BJP’s ongoing efforts to stabilise the political situation in the state and resume normal governance following over a year of central administration.

Preparation for Government Formation Underway

With the decision on the new Chief Minister finalised, necessary steps are expected to follow for the formation of a full-fledged government in Manipur. The state has faced several challenges in recent times, and political observers anticipate that a resumption of elected governance could address administrative issues more effectively.

The installation of the new government is likely to include finalisation of the Council of Ministers and procedural approval by the Governor. However, official dates or timelines for the swearing-in ceremony are yet to be announced.

Political Landscape in Manipur

The BJP has made significant advances in the Northeast region in recent years, and Manipur has been central to the party’s political strategy. In earlier terms, the party had formed the government in Manipur either independently or through alliances.

With Yumnam Khemchand Singh’s upcoming tenure, the BJP aims to consolidate its control in the state while focusing on development and governance. The political leadership change in Manipur marks a notable moment as the state prepares to transition from central to state leadership.
