UP Introduces Three-Level Grievance System for Medical Students

The CSR Journal Magazine

Uttar Pradesh Directorate of Medical Education has announced the implementation of a three-level grievance redressal system known as the ‘Structured Communication and Feedback System’. This initiative is aimed at ensuring that complaints raised by medical students are addressed promptly and effectively. The system is set to be implemented across all medical institutes in the state with immediate effect.

Neha Sharma, the Director General of Medical Education (DGME), highlighted the importance of this system by stating that medical students often face various challenges and work under significant pressure. Reports of issues among students have been frequent, prompting the need for a structured approach to address these grievances. The primary objective is to gather information regarding the difficulties faced by students, resolve their issues, and implement measures to prevent similar problems in the future.

Escalation Process for Grievances

The grievance redressal system will follow a four-stage escalation process. Initially, the student will report their grievance to the Student Welfare Nodal Officer. This officer will record essential details, including the student’s name, course, academic year, contact information, and a clear description of the issue. If the grievance is resolved at this level, the student will be informed of the decision or action taken. However, if the issue remains unresolved, the student has the option to escalate it to the next level.

In addition to the initial reporting process, a student grievance or voice box will be established on the campus of every medical college. This box will be placed in areas frequented by students, ensuring accessibility. The Student Welfare Nodal Officer will check the voice box every two days to collect submissions and take necessary action. This initiative aims to facilitate an open channel for students to voice their concerns.

If the Student Welfare Nodal Officer is unable to resolve the grievance, the matter can be escalated to the college principal. Should the issue still remain unresolved after this step, the student can then submit the complaint to the DGME for further examination. This structured approach is designed to ensure that complaints are taken seriously at every level of the system.

Maintaining Records and Accountability

As part of the new grievance redressal system, comprehensive records will be maintained at each level of the process. Neha Sharma stated that documentation will include the receipt of the grievance, examination details, actions taken, and the final resolution. This systematic record-keeping is intended to enhance accountability and ensure that no complaint goes unattended.

The introduction of this grievance redressal system represents a significant step towards improving the overall environment for medical students in Uttar Pradesh. By addressing concerns in a timely manner and implementing preventive measures, the state aims to foster a more supportive educational atmosphere. The system is expected to be operational across 84 medical colleges in Uttar Pradesh, thereby impacting a large number of students.

Overall, the Structured Communication and Feedback System is designed to empower medical students by providing them with a formal mechanism to voice their grievances. This initiative underscores the commitment of the Uttar Pradesh government to enhance the educational experience for medical students and ensure their well-being during their studies.
