US Launches FORTRESS America Initiative to Enhance Military Base Resilience

The United States has initiated FORTRESS America, a strategy aimed at bolstering the resilience of military bases against various threats, including cyberattacks and geopolitical disruptions. This initiative, announced by US Secretary of War Pete Hegseth on October 1, is intended to provide a robust framework for safeguarding national security. Hegseth described the programme as a necessary measure for ensuring that military infrastructure remains operational in emergencies.

FORTRESS, which stands for Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability, seeks to make military installations entirely self-sufficient. The directive involves disconnecting these bases from the civilian power grid, enabling them to sustain operations independently in times of crisis.

During his announcement, Hegseth remarked that a resilient power supply would enable military operations to continue unaffected by any external threats, including adversarial acts aimed at compromising the civilian grid. This strategic decoupling is seen as essential for maintaining the integrity of military readiness.

Strategic Shift Towards Domestic Supply Chains

A significant aspect of the FORTRESS America initiative involves focusing on domestic supply chains. Hegseth emphasised the intent to reshore critical materials such as rare earth elements, specialty metals, and semiconductors, which are vital for military operations. The initiative aims to reduce reliance on foreign imports for these materials by ensuring they are produced, refined, and assembled in the United States, thereby preserving national security and economic stability.

Sean Parnell, Assistant to the Secretary of War, elaborated on the broader implications of the FORTRESS programme. He indicated that the initiative aims to build substantial stockpiles of crucial resources and secure pivotal technological infrastructures. Enhancing the local production of these materials is expected to fortify the resilience of military capabilities.

In his remarks, Parnell reaffirmed the necessity of developing strategic reserves to ensure military readiness during disruptions. He also highlighted that securing necessary technological assets, including communication systems and satellites, remains a priority in the overall strategy.

Creation of the Office of Religious Affairs

In addition to the FORTRESS initiative, Secretary Hegseth announced the establishment of the Office of Religious Affairs within the Department of War. This office has been created to ensure that religious considerations are directly integrated into military operations and leadership decisions without bureaucratic barriers. Hegseth stressed that this office would report directly to senior officials, reinforcing its importance in addressing religious support within the military.

The mandate of the Office of Religious Affairs includes protecting budgets and resources allocated for religious programmes while also addressing the spiritual needs of military personnel. Hegseth clarified that the office’s focus would not be limited to policy-making; rather, it would actively support operational requirements and advocate for religious matters at the highest levels of military leadership.

Parnell reiterated the significance of this new office, stating that it would aim to strengthen the support for religious initiatives across the armed forces. The establishment of the Office of Religious Affairs reflects a commitment to understanding and integrating the spiritual dimensions of military service into broader operational frameworks.
