The US Department of War has mandated that 30 domestic academic institutions undertake detailed evaluations of their academic, financial, and research partnerships with foreign entities. This directive necessitates immediate compliance as the Department aims to ensure national security and safeguard taxpayer-funded research investments.

According to official notifications, these reviews must encompass ties and collaborations identified under Section 1286 of the Fiscal Year 2019 National Defence Authorisation Act (NDAA). Institutions are also required to examine partnerships associated with rebranded Confucius Institutes. The initiative reflects heightened scrutiny of foreign affiliations amid concerns over technology transfer and intellectual property security.

Emil Michael, the Under Secretary of War for Research and Engineering, emphasised the Department’s commitment to maintaining research integrity. He stated, “The Department of War has zero tolerance for academic partnerships that compromise our national security,” highlighting the importance of rigorous standards in federally funded research.

Objectives of the Directive

The main goal of the directive is to identify and mitigate potential vulnerabilities within academic collaborations. Universities are tasked with conducting comprehensive audits of all foreign partnerships to evaluate any risks regarding sensitive or export-controlled research. These reviews are critical in ensuring that taxpayer-funded initiatives remain protected from foreign exploitation.

Under the new regulations, universities are also required to develop and implement strict mitigation plans. This may include the termination of specific partnerships deemed problematic, ensuring that ongoing collaborations do not jeopardise national interests. Institutions must submit their evaluations and any remedial actions taken to the Department by August 31, retaining eligibility for federal research funding.

Joseph Jewell, Assistant Secretary for War for Science and Technology, remarked on the essential role of universities in executing Department of War research programmes. He noted that safeguarding research investments from foreign threats is imperative for maintaining the integrity of American innovation.

Strengthening Research Security Framework

The Department of War’s initiative is designed to enhance the protection of critical US research and innovation by reinforcing oversight of foreign academic collaborations. This approach aims to guard against potential unauthorised access or exploitation while promoting accountability among institutions receiving federal funding.

The audits will enable the Department to “better anticipate emerging threats” and adapt countermeasures in response to evolving adversarial tactics. This alignment with national security priorities indicates a comprehensive strategy to maintain the United States’ position as a global leader in research and innovation.

The initiative is being coordinated alongside bipartisan partners in Congress, including the House and Senate Armed Services Committees and the House Select Committee on the Chinese Communist Party. Together, they seek to build a robust framework that will fortify the research ecosystem against threats within international collaborations.
