Over the “alarming rise of dog-bite incidents” in Delhi, the Supreme Court has once again issued a major order regarding stray dogs. The Supreme Court ruled on Friday, November 7 that places like educational institutions, hospitals, bus stands, railway stations, playgrounds etc. must be made completely free of stray dogs. The apex court said that these areas must be fenced properly to prevent the entry of stray dogs.
Stray dogs must be sent to dog shelters the Supreme Court ordered and said that this work must be completed within the next eight weeks. Along with this, the Supreme Court said that stray dogs cannot be returned to the area from which they are sent to the shelter.
“Chief Secretaries of all states/UTs shall ensure strict compliance with this. Otherwise, officers will be held personally responsible. Status to be filed in 8 weeks, indicating mechanism developed to carry out directions,” the apex court said.
Concerned local self-government institutions will be responsible for picking up stray dogs from such institutions/areas, and shift them to designated dog shelters after vaccination and sterilisation in accordance with the Animal Birth Control Rules.
The case was heard in a bench of Justices Vikram Nath, Sandeep Mehta and NV Anjaria. The Supreme Court had filed this case suo motu in the case of the death of children due to stray dog bites. Four days ago, the Supreme Court had said that an interim order will be issued to stop the cruelty of stray dogs in various institutions. Because the employees of those institutions and others keep the stray dogs in the area by feeding them food. It needs to be stopped.
SC orders removal of cattle from areas near National Highway
The Supreme Court has ordered the removal of not only stray dogs, but also all cattle from the areas adjacent to the National Highway. A special surveillance team will be formed to remove cattle from the National Highway. This team will remove animals from the road and send them to shelter homes. A helpline number on the National Highway will also be arranged to report incidents of animals roaming anywhere.
“A joint coordinated drive shall be undertaken to immediately remove all such animals found on highways/roadways/expressways, including cattle,” the Court observed. The animals must be shifted to goshalas or shelter homes.

To deal with the situation, it was first ordered to remove dogs from the roads of Delhi.
