Parliamentary Panel Urges Social Media Age Curbs, Calls for AI Law in India

In a significant step, a parliamentary committee is poised to suggest that the government consider implementing age restrictions on social media platforms. This initiative aligns with a growing global trend aimed at minimizing children’s exposure to potentially harmful online content. Although the committee did not specify particular age brackets, its recommendations are clearly directed towards safeguarding minors, amid a rising demand within India, including calls from various state governments, to restrict access to these platforms for younger users. The committee on communications and information technology, presided over by BJP MP Nishikant Dubey, has finalized its report and is expected to present it in Parliament shortly.

Call for Comprehensive Legislation on Artificial Intelligence

The committee has also stressed the need for comprehensive legislation to mitigate the misuse of Artificial Intelligence, suggesting that such measures should draw inspiration from stringent laws already adopted in several nations. The report highlights the potential dangers associated with AI, including its use in financial scams and the creation of deceptive deepfake media, and commends the government’s ongoing efforts to address these issues and protect vulnerable populations, particularly women and children. During discussions, members from various political parties have raised alarms about the rising incidence of cybercrimes, which have led to substantial losses for victims and have become prominent within public discourse.

Existing Legal Framework and Challenges

At present, incidents related to cybercrime are handled under the provisions of the Bharatiya Nyaya Sanhita and the Information Technology Act. The committee has articulated that AI must be harnessed in a responsible and ethical manner. It acknowledges that several nations have already enacted robust laws intended to curb the misuse of AI technologies. Therefore, the committee encourages the government to contemplate the introduction of a comprehensive legislative framework to address the risks associated with AI and to evaluate the potential for age restrictions on social media platforms as a preventive measure.

Action Taken by Indian States

Despite a growing recognition of the issue, the government has yet to establish a nationwide policy regarding the regulation of social media usage among minors. However, states like Andhra Pradesh and Telangana have advocated for prohibiting access for children within specific age categories. Australia has set a precedent by becoming the first country to impose a ban on social media usage for children under the age of 16, thereby igniting discussions about similar legislative moves in various other countries. Several European nations are currently in the process of crafting related legislation.

Potential Benefits of AI and Future Recommendations

The committee has asserted that the effective and ethical deployment of AI could significantly improve various sectors, ultimately benefiting society as a whole. It outlined potential applications of AI in areas such as healthcare, education, agriculture, energy production, industry, and infrastructure development. Furthermore, it has urged the Ministry of Electronics and Information Technology to promote specialized studies and courses in AI. This initiative aims to integrate AI education from primary levels through higher education, alongside advocating for the establishment of data centers and AI laboratories across the nation.
