Inter-State Drug Trafficking Network Busted, Shimla Police Arrest Kingpin

Shimla police have dismantled a major inter-state drug trafficking network, apprehending its alleged kingpin, known as Vijay alias David alias Bihari. The 28-year-old suspect was arrested in Zirakpur, Punjab, following investigations into multiple cases registered under the Narcotic Drugs and Psychotropic Substances Act in Shimla district.

The police initiated a focused crackdown to identify the links in these narcotic cases, leading to parallel inquiries into five significant incidents reported at police stations in Theog, Baluganj, Rampur, and Kumarsain. Their investigations revealed that all arrested individuals in these cases were sourcing heroin—locally referred to as “chitta”—from the same supplier, Vijay alias David.

After analyzing both physical and technical evidence that affirmed his involvement, a specialized team from the Theog Police Station was deployed to Punjab. Acting on specific electronic surveillance data, the team executed a well-coordinated operation lasting over 24 hours, culminating in the successful arrest of Vijay and another suspect, Nitesh Sharma alias Mike, who is also 28 years old and resides in Zirakpur.

Authorities identified Vijay as a notorious drug trafficker, believed to be supplying heroin across Shimla and surrounding districts. Reports indicate that in recent months, he was supplying drugs to more than 70 individuals in areas such as Shimla city, Theog, Rampur, and Rohru.

Vijay’s criminal history includes a previous arrest in 2023 by Theog police, during which he was found in possession of 180 grams of heroin. His record comprises numerous cases filed both under the Indian Penal Code and the NDPS Act, with serious allegations including attempted murder.

In the latest case reported at Baluganj Police Station on February 8, 2026, police seized 30.700 grams of chitta from two people traveling on an HRTC bus at ISBT Shimla. Investigations later confirmed that the drugs had been purchased from David in Zirakpur.

Additionally, a case documented at the Jatog Police Post on February 2, 2026, led to the recovery of approximately 11 grams of heroin from four individuals across Shimla and Solan districts. During their police remand, the accused revealed they had acquired the substance from David in Zirakpur.

Another incident reported on February 9, 2026, at Theog Police Station resulted in the seizure of around 12 grams of heroin from two suspects, one of whom has a long history of criminal activity related to both IPC and NDPS cases. The investigation linked this case back to the same supplier.

On February 7, 2026, a case registered in Rampur resulted in the arrest of two individuals who were found with 9.26 grams of heroin in their vehicle. During police questioning, it emerged that they had contacted David via WhatsApp to obtain the drugs in Zirakpur. A separate case at Kumarsain on January 25, 2026, resulted in the seizure of around 11 grams of heroin from three men in an Alto car, who similarly sourced their drugs through communication with David.

Overall, Vijay alias David has been implicated in trafficking over 335 grams of chitta across these five cases. Up to 15 individuals have been arrested in connection with this inter-state drug operation. Shimla’s Superintendent of Police, Gaurav Singh, stated that efforts to investigate both backward and forward linkages in NDPS cases are ongoing to dismantle the entire inter-state network and ensure accountability for all involved. Further investigations in these cases are in progress.
