From ‘Dhurandhar’ to Reality: Pakistan Tops Terror Index 2026 Amid Rising Fatalities

The recent release of the Global Terrorism Index 2026 has revealed that Pakistan has become the most affected nation by terrorism worldwide, surpassing Burkina Faso for the first time. This alarming trend aligns with the Taliban’s return to power in Afghanistan in 2021, which has led to a resurgence of violent activities from various groups, including the Tehrik-e-Taliban Pakistan (TTP) and the Balochistan Liberation Army (BLA). In 2025 alone, terrorism-related fatalities in Pakistan reached a peak not seen since 2013, with 1,139 deaths reported across 1,045 incidents.

Escalation of Conflict with Afghanistan

In South Asia, the relationship between Pakistan and Afghanistan deteriorated dramatically, culminating in a series of airstrikes by Pakistan on targets in Kabul and Kandahar in February. This conflict poses a serious risk of displacement for civilians, further complicating border security and providing opportunities for extremist entities like the TTP and the Islamic State-Khorasan Province (ISIS-K) to expand their influence.

Key Terror Groups Contributing to Global Fatalities

The deadliest terrorist organizations worldwide in 2025 included the Islamic State (IS), Jamaat Nusrat Al-Islam wal Muslimeen (JNIM), TTP, and Al-Shabaab. Notably, the TTP was the only group to exhibit an increase in fatal incidents over the prior year. Pakistan accounted for a 5.7 percent rise in deaths related to terrorism, representing 20 percent of global terrorism fatalities, thereby positioning the country among the five nations responsible for 70 percent of all terrorism deaths globally.

Worsening Hostage Crisis

While there was an overall decline in terrorism-related incidents and casualties around the globe in 2025, the metric for hostage-taking experienced a significant rise. This increase was largely attributed to the hijacking of the Jaffar Express in Pakistan, during which 442 hostages were taken. Without this incident, global hostage figures would have actually shown a decrease of 30 percent compared to 2024.

Dominance of the TTP in Terror Activities

The TTP remains one of the most formidable militant organizations worldwide and stands as the leading force behind terrorism in Pakistan. The group was responsible for 56 percent of all terrorism-related deaths within the country, executing 595 attacks that resulted in 637 fatalities. Since its inception in 2007, TTP has accounted for over 67 percent of all terror attacks in Pakistan, executing five times more attacks than its closest rival, BLA. Its activities have notably intensified since 2021.

Major Attacks Recorded in 2025

The most devastating incident in Pakistan during 2025 transpired on October 26, when armed assailants targeted a military installation in Tirah Valley, Khyber Pakhtunkhwa, resulting in the deaths of 21 soldiers. The TTP claimed responsibility for this attack. Provinces like Balochistan and Khyber Pakhtunkhwa emerged as the most affected areas, showing the highest rates of both attacks and fatalities in the country. The total number of attacks in 2025 reached 595, up from 481 in 2024. In another notable occurrence, the BLA executed an attack near Quetta by bombing railway tracks, which led to the halting of a passenger train and the tragic loss of 21 hostages, including four soldiers and 33 terrorists.
