Delhi Unveils ₹21,000 Cr Flood Plan to Boost Drainage, Disaster Readiness

In a recent evaluation of its disaster readiness, the Delhi State Disaster Management Authority (DSDMA) held a strategic meeting at Lok Niwas. The session was chaired by the Lieutenant Governor and co-chaired by Chief Minister Rekha Gupta, focusing on enhancing the city’s capabilities to tackle potential emergencies.

Approval of Delhi Urban Flood Mitigation Plan

During the meeting, the DSDMA granted in-principle consent to the Delhi Urban Flood Mitigation Plan, which has been allocated a budget of ₹21,000 crores. This extensive initiative aims to bolster drainage systems, conduct desilting of major drainage channels, establish additional stormwater conduits, and implement real-time flood monitoring technologies. The primary goal is to mitigate the risks associated with urban flooding in the monsoon season.

Focus on Energy Infrastructure and Supply Security

Additionally, the Chief Minister stressed the importance of enhancing energy infrastructure by promoting sustainable energy practices, preventing black marketing and hoarding, and ensuring uninterrupted service to essential facilities during emergencies. The DSDMA also looked into the energy supply and demand landscape, particularly in light of developments in the Gulf region that may impact availability.

Establishment of Emergency Operations Centre

A significant resolution made during the meeting was the initiation of a state-of-the-art Emergency Operations Centre (EOC) and Integrated Command and Control Centre for Delhi. These centres will function as the backbone of disaster management, facilitating real-time coordination, leveraging predictive analytics through artificial intelligence and satellite imagery, and ensuring prompt responses to various disasters, including floods, earthquakes, fires, and chemical incidents.

Emphasis on Timely Implementation of Projects

The Lieutenant Governor instructed all relevant departments to accelerate the execution and completion of the flood mitigation project. The Chief Minister reaffirmed that enhancing Delhi’s resilience against disasters remains a primary concern for the administration. She also noted that the Prime Minister’s 10 Point Agenda for disaster risk reduction would serve as a foundational framework guiding all efforts towards improving resilience in the capital.
