Delhi Master Plan 2047 Proposes Freehold Status for Plots Along Transit Corridors

The Delhi Master Plan 2047 introduces a significant change by allowing individual plots within Transit Oriented Development (TOD) corridors to be converted into freehold properties. This initiative aims to encourage greater private sector engagement and promote systematic urban development, as reported by the Press Trust of India. With this provision, affected property owners could potentially gain more autonomy over their holdings.

The entire TOD zone is designated as a development area under the proposed plan, aiming to streamline the approval process for various projects. The Delhi Development Authority (DDA) will serve as the primary agency overseeing the approval of TOD initiatives and the sanctioning of building plans. This shift in policy signifies an important transition for property owners in Delhi.

Freehold status grants owners absolute rights to both the land and any structures on it, contrasting with the existing leasehold system where the land remains under authority control. The planned approach allows properties that are part of a consolidated TOD plot to be deemed freehold, contingent on the settlement of all outstanding dues.

Flexibility in Development Models

The master plan also outlines various development models intended to offer landowners more flexibility in participating in planned urban projects. This strategic approach aims to ensure timely infrastructure development alongside housing growth. Roads of 30 metres or wider will be recognised and directly developed by the DDA as part of this new framework.

The DDA emphasised that future urban developments will be conceptualised as self-sufficient neighbourhoods. The proposals include provisions for essential amenities such as schools, healthcare facilities, parks, green areas, and commercial centres to ensure a balanced growth trajectory for residential zones.

“Under MPD-2047, thorough planning sees roads of substantial width being developed in conjunction with additional public resources,” stated the DDA. Such initiatives are designed to ensure that new housing expansions are supported by necessary quality-of-life infrastructure.”

Land Pooling Policy and Urban Expansion

The master plan builds upon the existing Land Pooling Policy initiated in 2018, which facilitates the organised and inclusive development of privately owned land in designated Urban Extension areas of Delhi. This policy allows landowners to voluntarily participate, with the DDA acting as a facilitator for the overall development and infrastructural requirements.

There has been notable participation in this policy, with the DDA reporting over 7,615 applications received, alongside more than 7,885 hectares of land registered and pooled as of July 2026. The changes proposed in MPD-2047 aim to integrate the conversion of freehold properties in TOD corridors, promote expeditious project approvals, and enhance development flexibility—all integral to Delhi’s broader urban planning strategy.

The aim of these modifications is to foster private participation in the urbanisation process while ensuring that the expansion of residential and commercial areas is adequately matched with transportation systems, infrastructural development, and public amenities. As such, the Master Plan serves as a comprehensive blueprint for managing Delhi’s future urban landscape.
