Delhi Launches Slum Rehabilitation Policy for 5 Lakh Families by 2026

The CSR Journal Magazine

The Delhi government has introduced a new slum rehabilitation policy aimed at providing permanent housing solutions for approximately five lakh families, which translates to around 20 lakh individuals. This initiative is designed to address the housing needs of those living in slum settlements established before January 1, 2025. The policy emphasises the importance of rehabilitation at existing sites or within a three-kilometre radius, enabling families to remain close to their workplaces, educational institutions, and essential amenities.

Key Features of the Rehabilitation Scheme

Under the Delhi Slum and Jhuggi Jhopri Relocation and Rehabilitation Policy, 2026, eligible families will be allocated one-bedroom, hall, and kitchen housing units. These residential complexes will not only provide shelter but will also include vital facilities such as schools, anganwadi centres, healthcare services, and playgrounds. The policy ensures that families residing in slum areas before the specified date will not be displaced without being offered alternative accommodation.

Additionally, the policy addresses the needs of independent families living on different floors of the same structure by providing separate housing units. Families that include individuals with disabilities will receive priority for ground-floor accommodations. This approach aims to create a more inclusive living environment for all residents.

To maintain the quality of life in these new residential complexes, common infrastructure, services, and security arrangements will be upheld for five years from the date of the initial allotment. The homes will be allocated through a transparent computerised draw of lots, ensuring fairness in the selection process.

Implementation and Monitoring

A centralised digital platform, leveraging geographic information system technology, will be established to oversee project management, allotments, and beneficiary records. This system aims to streamline the rehabilitation process and enhance transparency. Furthermore, a grievance redressal and appeal mechanism will be implemented to address any concerns raised by eligible families, ensuring their voices are heard throughout the process.

For redevelopment projects at existing sites, the policy adopts a public-private partnership model. Developers will be responsible for arranging temporary housing or rented accommodation for families affected by redevelopment activities. They may also provide financial assistance for rent during the redevelopment phase, thereby minimising disruption to the lives of the residents.

Chief Minister Rekha Gupta stated that the policy aims to ensure that families living in slums not only receive housing but also experience dignity, security, and access to improved living conditions. The initiative is reportedly inspired by Prime Minister Narendra Modi’s vision of ‘antyodaya’, which focuses on the welfare of the underprivileged.

Conclusion and Future Implications

Overall, the new slum rehabilitation policy represents a significant step towards providing permanent homes and essential facilities for eligible families residing in slums. By prioritising rehabilitation at or near existing settlements, the policy aims to foster a sense of community and continuity for those affected. As the implementation progresses, it is expected to have a lasting impact on the lives of many families, contributing to the broader goal of urban development and social welfare in Delhi.
