Andhra Pradesh Reorganisation Act and Water Sharing Issues to Be Addressed in Southern Zonal Council Meeting

Tomorrow, on August 20, the Southern Zonal Council will convene in Mahabalipuram to discuss significant regional matters, including the Andhra Pradesh Reorganisation Act and water sharing. The meeting will also address essential projects linked to the Pradhan Mantri Awas Yojana (Gramin) and issues concerning civil aviation. The Ministry of Home Affairs has indicated that broader national issues, such as the implementation of Fast Track Special Courts (FTSCs) for the rapid investigation of sexual assault cases involving women and children, will be included in the discussions.

Composition and Leadership of the Council

The Southern Zonal Council consists of the states of Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, and Telangana, along with the Union Territories of Puducherry, Andaman and Nicobar Islands, and Lakshadweep. Union Home Minister Amit Shah will travel to Tamil Nadu for the meeting, where he will act as the chairperson. Following the meeting, he plans to offer prayers at the Shore Temple in Mahabalipuram, showcasing the cultural significance of the region.

Alongside Amit Shah, the Vice-Chairperson of the council is the Chief Minister of Tamil Nadu, C Joseph Vijay. The leadership structure allows each Chief Minister of the member states to serve as vice-chairperson on a rotating basis. The 31st meeting is organised by the Inter-State Council Secretariat under the Ministry of Home Affairs, with the government of Tamil Nadu acting as the host.

Attendees will include chief ministers, Lieutenant Governors, Administrators of the member states, and Union Territories. Additionally, two senior ministers from each state, their Chief Secretaries, advisors, and high-ranking officials from both state and Central governments will participate.

Framework and Functioning of the Zonal Council

The Southern Zonal Council, established under Sections 15 to 22 of the States Reorganisation Act, 1956, functions on the belief that strong states contribute to a strong nation. It serves as a structured platform for dialogue regarding issues that affect two or more states, as well as interactions between the Centre and the states. Over time, these meetings have evolved to be an essential mechanism for resolving disputes and fostering mutual cooperation.

Although the role of the zonal councils is advisory, they have emerged as critical forums for enhancing understanding and collaboration among different regions. Cooperation among all state governments and Central ministries has led to the successful conduct of 69 meetings of various zonal councils and their standing committees within the last twelve years, commencing in June 2014.

The establishment of a standing committee at the chief secretary level allows for the preliminary discussion of issues from the states before they are brought to the larger zonal council. Following deliberations, remaining matters are put forward for consideration in the council meetings. This systematic approach aims to streamline discussions, ensuring that important topics receive the attention they require.
