The Central government has informed the Supreme Court that the new permanent office of the National Testing Agency (NTA), located near Minto Road in New Delhi, is being secured by 38 personnel from the Central Reserve Police Force (CRPF). This move aims to maintain confidentiality and security surrounding examination-related operations and to prevent future data leaks. The facility spans an area of 55,000 square feet, and its security integration is part of the government’s broader strategy to enhance NTA’s infrastructure while safeguarding sensitive examination materials.

These details were conveyed to the Supreme Court during a hearing concerning various petitions that call for reforms within the NTA and the enactment of the recommendations made by the K Radhakrishnan Committee. Solicitor General of India, Tushar Mehta, represented the government while providing updates on the actions taken regarding these recommendations.

The Department of Higher Education, part of the Ministry of Education, submitted an affidavit emphasising that the NTA is in a transitional phase, with specific units transitioning into well-defined functional structures. This change is intended to bolster the overall operational efficiency of the agency.

Leadership and Infrastructure Enhancements at NTA

The affidavit presented by the government also highlighted advancements in the NTA’s leadership structure. New appointments have included a Secretary General and domain-specific personnel tasked with responsibilities in areas such as security, human resources, and research and development. The introduction of professionals from esteemed services, including the Indian Administrative Service (IAS) and Indian Police Service (IPS), is expected to bring specialised expertise to the NTA’s operations.

Furthermore, the establishment of confidential offices within the new facility is an integral part of the security measures aimed at ensuring the integrity of examination processes. Despite these enhancements, the Supreme Court raised concerns regarding the permanence of the NTA’s workforce and infrastructure. Justice PS Narasimha expressed the Court’s desire to verify whether the newly established systems are functioning effectively and suggested a site visit to inspect the facility.

The Solicitor General acknowledged the Court’s intention and expressed readiness to host the judges for their visit. Additionally, the need for a stable workforce at the NTA, rather than a reliance on deputationists, was underscored, with the Court calling for the appointment of permanent staff members.

Follow-up on Reforms and Committee Recommendations

The Supreme Court also sought clarification regarding the NTA’s interactions with other institutions, its data-sharing protocols, and whether the agency required statutory backing for its operations. In relation to ongoing reforms, the Court requested updates on the Nandan Nilekani Committee, which has been engaged in a detailed examination of the examination system.

Solicitor General Tushar Mehta stated that the Nilekani Committee has conducted comprehensive consultations and is anticipated to submit its report by the end of September. The Court expressed concern that past committee reports, including the Radhakrishnan Committee, should not merely result in recommendations but should undergo effective institutionalisation and implementation.

Justice Narasimha emphasised that actual implementation of suggestions is crucial and that the Nilekani Committee should provide a clear plan for needed reforms. The Solicitor General assured the Court that the government is committed to enacting all recommendations made regarding NTA reforms. The Court has instructed the Centre to file a comprehensive affidavit articulating progress on these reforms, with the case to be revisited in two to three weeks following the filing.
