Uttar Pradesh CEO Navdeep Rinwa Apologizes for Controversial Post

The CSR Journal Magazine

Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa has issued an apology for a sarcastic response posted by his office on social media. The post was a reply to Aam Aadmi Party MP Sanjay Singh, who raised concerns regarding alleged caste bias stemming from an incorrect entry on a voter slip. Rinwa acknowledged that the tone and language used in the post did not reflect the expected standards of communication from the electoral body.

In his statement, Rinwa noted that the backlash generated by the social media post had been recognised, and he assured that future communications would adopt a more respectful and formal tone. He expressed regret for any distress caused to individuals who found the comments surprising or upsetting, emphasising the need for improved communication practices moving forward.

The controversy emerged after Singh questioned Chief Election Commissioner Gyanesh Kumar about a voter slip that incorrectly recorded the name “Ramhit Yadav” as “Ram ne Yadav ko Maara.” Singh’s post on social media questioned the apparent bias, asking why only a Yadav was targeted and whether the electoral software was biased against certain castes.

Details of the Controversial Post

The CEO’s office had responded to Singh’s query with a post that suggested if the entry had indicated that Ram hit a minority, they would have faced accusations of communalism. The post included a reference to another erroneous name, “Ram ne Sharma ko Maara,” found in the recent voter list. The CEO’s office stated that while an error had occurred, it did not involve caste discrimination.

Alongside the apology, the CEO’s office shared a voter slip from the recent legislative council elections, which illustrated the issue. The slip displayed the voter’s name as Ravi Sharma, while the father’s name appeared incorrectly as “Ram ne Sharma ko Maara.” This incident has raised broader concerns regarding the accuracy of electoral records and the software used to compile voter lists.

Rinwa further clarified that some unusual names had appeared in the electoral list during the recent elections, and investigations were underway to understand the reasons behind these discrepancies. He indicated that appropriate measures would be taken to prevent similar issues in the future, including addressing the circulation of forged voter slips that had gained attention on social media.

Technical Issues with Voter Registration Software

Last week, CEO Navdeep Rinwa explained that the software responsible for generating voter lists was intended to transliterate names from English to Hindi. However, in some instances, the software translated words instead of transliterating names, leading to incorrect entries. For example, if “Ramhit Yadav” was mistakenly entered as “Ram Hit Yadav,” the software would translate it to “Ram ne Yadav ko Maara,” resulting in the erroneous record.

Rinwa pointed out that while some errors could have been rectified using an editing feature, a number of mistakes remained in the final list. He also mentioned an instance where “B.Com” was mistakenly recorded as a father’s name, attributing this to human error or negligence. The CEO has committed to addressing these issues to ensure the integrity of the electoral process.

The recent events have highlighted the importance of maintaining accurate electoral records and the challenges faced in the digital management of voter information. As the situation develops, the CEO’s office is expected to implement measures aimed at enhancing the reliability of the electoral system in Uttar Pradesh.
