Six Ukraine Nationals, One United States Citizen Held in Northeast India Over Myanmar Links

Vidya Bhushan Soni, the former Indian Ambassador to Ukraine, remarked on the recent arrests of six Ukrainians and a US citizen in the North East region, highlighting that this area has only recently become accessible to foreign nationals. Historically, the region has been largely restricted due to concerns about law and order, a situation that persisted since India’s independence. Soni emphasized the sensitivity of the territory, noting that previous restrictions were due to the potential for disturbances. He stated that the local government struggled to manage the area effectively, making it difficult to approve foreign presence.

Rising Instability in Myanmar

Soni elaborated on the precarious situation in Myanmar, citing not only the ongoing Rohingya crisis but also broader instability resulting from ineffective governance. He indicated that as the region’s dynamics shifted and integration efforts increased, permissions for foreign visitors were granted on a case-by-case basis. However, he expressed concern over the escalating tensions, suggesting that elements from both sides of the border are involved in smuggling and other illegal activities. He asserted that some individuals aim to provoke local populations against the Indian government.

Trend of Outsourcing Security Operations

The former envoy noted a trend among various governments, including the United States, to distance themselves from involvement in potentially destabilizing activities by employing contractors. He mentioned that these contractors operate under principles that make them untraceable to governments, which provides a layer of deniability. In the current matter, Soni posited that the presence of the Ukrainians and an American national could imply that they were being directed to execute specific tasks, thereby avoiding direct government involvement while operating within sensitive regions.

Profile of the Detained Individuals

According to Soni, the detainees likely represent individuals hired for mercenary roles. He noted that given the instability in Ukraine, many young people are inclined to accept contracts for work, thus becoming involved in risky assignments abroad. He indicated that actions the detainees are suspected of undertaking could be geared toward undermining stability across the border. Soni emphasized that these individuals, once apprehended, should be thoroughly investigated as part of the nation’s legal framework.

Legal Justifications for Apprehension

Soni expressed that the apprehension of the accused aligns with India’s law and regulations, especially as they lacked permission to be in the designated area. He clarified that while India maintains cordial relations with Ukraine, it is crucial that any violations of law are addressed. The National Investigation Agency’s (NIA) actions to arrest the individuals were based on credible allegations of supporting ethnic armed groups in Myanmar through the provision of arms and training.

Details on the Accused Individuals

The NIA arrested the six Ukrainians and the American national for their alleged roles in supplying materials and training to various ethnic groups involved in conflict in Myanmar. The individuals arrested include Matthew Aaron Van Dyke from the US, and five Ukrainian nationals: Hurba Petro, Slyviak Taras, Ivan Sukmanovskyi, Stefankiv Marian, Honcharuk Maksim, and Kaminskyi Viktor. They have been charged under Section 18 (Terror Conspiracy) of relevant legislation.
