Tagore articulated that India stands as the most populous country in the world and will continue to be for decades to come. He highlighted that the pressing issue confronting the nation is not population size but rather the quality of education, skills, and job opportunities available for millions of youth entering the job market each year. He remarked that rather than prioritizing human capital development through enhanced education, healthcare, and job creation, incentivizing larger family sizes through financial aid appears to reflect short-term political strategies instead of long-term governance solutions.

Tagore further criticized the notion that population growth is closely tied to political or demographic agendas. He warned that when public policy aligns more closely with ideological beliefs rather than economic realities, it may have detrimental effects on society. Without sufficient opportunities, he cautioned, any increase in the population could transition from a potential demographic advantage to a burden. He underscored the importance of aligning public policy with the future workforce’s needs rather than viewing population growth as a political end in itself.

The Chief Minister of Andhra Pradesh, N Chandrababu Naidu, previously announced that the government is contemplating a new population management policy that aims to encourage families to have more children through financial incentives. This includes the Rs 25,000 assistance offered at the time of delivery for parents who have a second child or beyond. During discussions in the Andhra Pradesh Legislative Assembly, CM Naidu provided insights into the demographic landscape, noting that approximately 58 percent of families currently have one child, with roughly 2.17 lakh families having two and nearly 62 lakh families having three or more children. The Chief Minister also addressed the state’s Total Fertility Rate, which stands at 1.5, suggesting that an ideal rate of 2.1 is necessary for maintaining demographic balance.
