Delhi to Hire 58 Special Educators for Primary Schools Catering to Children with Disabilities

The Municipal Corporation of Delhi has approved the establishment of 58 additional positions for special educators in primary schools to provide instruction to children with disabilities. This decision is in response to a directive from the Delhi High Court, intended to rectify deficiencies in recruitment under the Economically Weaker Sections (EWS) quota.

An allocation of Rs 4.6 crore annually has been designated to support these new educator positions. Officials have confirmed that the recruitment process will not interfere with the appointments of candidates currently selected or those pending on the waiting list.

Background of the Current Needs

The need for these additional roles emerged from a recruitment initiative conducted during the period of 2020-21 by the then South Delhi Municipal Corporation. During this drive, 1,126 special educator positions were advertised meant for primary schools. These vacancies were sent to the Delhi Subordinate Services Selection Board for evaluation and selection.

However, only 54 positions under the Economically Weaker Sections category were reported, falling short of the stipulated 112, which should reflect a 10 percent reservation according to policy. This decrease in vacancies resulted in limited opportunities for eligible candidates under the EWS quota, triggering disputes regarding the execution of reservation policies.

Judicial Review and Court Rulings

The recruitment of teachers under the Economically Weaker Sections quota in Delhi forms part of a larger strategy that offers a 10 percent reservation for EWS candidates in government job appointments. This regulation was introduced following the 103rd Constitutional Amendment Act, designed to ensure equitable opportunities in direct recruitment, which includes teaching roles.

Authorities indicated that the addition of 58 new positions aims to address existing gaps and fulfill reservation requirements while safeguarding the rights of current candidates. The Municipal Corporation of Delhi is anticipated to initiate the recruitment process for these new roles, adhering to the directives set forth by the court.
