MMRDA Presents ₹40,187 Crore Golden Jubilee Budget for 2025-26

Mumbai Metropolitan Region Development Authority (MMRDA) today presented its budget estimate for the year 2025-26 amounting to ₹40,187.41 crore. This happened under the leadership of Maharashtra Chief Minister Devendra Fadnavis, under the chairmanship of Hon Deputy Chief Minister Eknath Shinde and in the presence of hon Minister of State for Urban development Smt Madhuri Misal.

Infrastructure services

To enhance and deliver world-class urban services and infrastructure to the citizens of the Mumbai Metropolitan Region, ₹35,151.14 crore approximately 87% of the total expenditure has been earmarked exclusively for infrastructure projects. These include metro line extensions, construction of new tunnels, coastal routes, regional water source development, and major urban infrastructure works.

The Budget

The budget was presented by MMRDA Metropolitan Commissioner Dr. Sanjay Mukherjee, IAS, and approved by Hon’ble Deputy Chief Minister and Chairman of MMRDA, Eknath Shinde. The estimated revenue for FY 2025–26 stands at ₹36,938.69 crore. This budget is expected to accelerate integrated, balanced, and fast-paced development in the Mumbai Metropolitan Region, reduce travel time and distances, and ease traffic congestion.
The estimated revenue for the financial year 2025–26 is ₹36,938.69 crore, while the estimated expenditure stands at ₹40,187.41 crore, resulting in a budgetary deficit of ₹3,248.72 crore. This deficit is proposed to be bridged through land sales, issuance of bonds, financial assistance from the government, and loans from financial institutions.

  3. Borrowings – ₹22,327.35 crore
  4. Other receipts – ₹856.07 crore

  7. Urban Transport Fund (UTF) – ₹3,000.00 crore
Thus, the total expected revenue amounts to ₹36,938.69 crore, while the total estimated expenditure is approximately ₹40,187.41 crore.

  3. Loans & Advances to Staff – ₹11.00 crore

  7. Project Expenditure – ₹35,151.14 crore
  8. Repayment of Loan – ₹488.60 crore
  9. Interest and other charges on the loan amount– ₹2,805.37 crore

Chief Minister Devendra Fadnavis’ Statement

Hon’ble Chief Minister Devendra Fadnavis remarked, “The Mumbai Metropolitan Region is the backbone of Maharashtra’s economic development. The ongoing infrastructure projects across MMR are accelerating the state’s growth trajectory. Maharashtra has signed a total of 54 MoUs worth ₹15.70 lakh crore. Of these, MMRDA has signed 11 MoUs amounting to ₹3.50 lakh crore. The signing of these MoUs at Davos under MMRDA’s leadership reflects the strong global investor confidence in Maharashtra. This budget marks a crucial step toward achieving the vision of a trillion-dollar economy.”

Deputy CM’s Statement

Deputy Chief Minister and Chairman MMRDA Eknath Shinde said while approving the budget: “Our top priority is the all-round and fast-paced development of the Mumbai Metropolitan Region. This budget ensures inclusive progress across all sectors from new metro corridors to water resource projects. MMRDA’s plans will position Mumbai as a global economic hub. The 2025-26 budget is a visionary and comprehensive document for the multidimensional growth of MMR.”

Metropolitan Commissioner’s Statement

Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner, MMRDA added, “The budget for 2025-26 is future-ready. Over ₹35,000 crore has been directly allocated for projects. From metro expansions and underground tunnels to water resource development and economic hubs, these initiatives are vital for MMR’s growth. This is not just a financial document it is the blueprint for MMR’s future.”
Under the able leadership of the Hon’ble Chief Minister, Deputy Chief Minister, this budget will be a milestone in the journey of transforming Mumbai and the Mumbai Metropolitan Region into a truly global city.

Madras High Court grants interim anticipatory bail to Kunal Kamra

The Madras High Court on Friday granted interim anticipatory bail to comedian Kunal Kamra, who has stirred a controversy with his jibe at Maharashtra Deputy Chief Minister Eknath Shinde. The High Court granted Kamra relief on the condition that he should execute a bond to the satisfaction of the judicial magistrate at Vanur in Villupuram district in Tamil Nadu. Justice Sunder Mohan also issued notice to 2nd Respondent (Khar Police) and posted the matter to April 7.
Popular stand-up comedian Kunal Kamra approached the Madras High Court on Friday seeking protection from arrest. He is a resident of Villupuram town in Tamil Nadu which comes under the jurisdiction of Madras High Court and hence he had filed the petition there. The petition mentions that Kamra had shifted to Tamil Nadu from Mumbai in 2021 and has been “ordinarily a resident of this State since then” and that he feared arrest by Mumbai Police, which has summoned him twice. Kamra’s counsel has also mentioned that the comedian has been receiving death threats after the controversial performance.
Meanwhile, Mumbai Police has summoned him at Khar Police Station on March 31. A Zero FIR was lodged against Kamra under Sections 353(1)(b), 353(2) [Public mischief] and 356(2) [Defamation] BNS by Shiv Sena MLA Muraji Patel. The FIR was later transferred to Khar police station in Mumbai.

Kamra’s “traitor” jibe at Eknath Shinde

Kamra, known for his satirical style of comedy, was performing at a stand-up show at the Unicontinental Hotel in Mumbai’s Khar area, where he mocked Shinde’s defection from the Shiv Sena and his alliance with the BJP by allegedly calling him a “gaddar” (traitor) in an indirect manner. The jokes, which included a parody of a song from the Bollywood movie “Dil To Pagal Hai”, were aimed at Shinde, even though Kamra did not mention him by name. His performance quickly gained attention on social media, following which it triggered a series of protests and even violence.

Kunal Kamra refuses to apologise

Refusing to apologise for his act, the comedian issued a statement on social media where he wrote, “I will not apologise. What I said is exactly what Mr. Ajit Pawar (1st Deputy CM) said about Mr. Eknath Shinde (2nd Deputy CM). I don’t fear this mob and I will not be hiding under my bed, waiting for this to die down.”
Taking a jibe at Indian media for reporting about the controversy, he further wrote, “To the media faithfully reporting this circus: Remember that press freedom in India ranks at 159.”
Highlighting the importance of freedom of speech in India, Kunal Kamra further mentioned in his statement, “Our right to freedom of speech and expression is not only to be used to fawn over the powerful and rich even though today’s media would have us believe otherwise. Your inability to take a joke at the expense of a powerful public figure does not change the nature of my right. As far as I know, it is not against the law to poke fun at our leaders and the circus that is our political system.”

Mumbai, March 28, 2025: In a decisive move to enhance efficiency and ensure timely resolution of matters, Mr. Sanjeev Jaiswal, IAS, Vice President and Chief Executive Officer of the Maharashtra Housing and Area Development Authority (MHADA), has mandated that all orders pertaining to hearings conducted in his office must be issued within seven days of the of the hearing date.

VP Orders Seven-Day Limit for Appeal Decisions

Appeals concerning Development Control Regulation 33(7), the Master List, MHADA’s computerised lottery system, and other pertinent matters are regularly addressed in the Vice President’s office. It has been observed that the issuance of orders in these cases often experiences delays, sometimes extending to one or two months. Taking serious note of this, Mr. Jaiswal has issued an official directive to limit the order issuance timeframe to seven days.

Directive Applied Across MHADA Divisions and Departments

Besides, he has instructed that this directive be uniformly implemented across MHADA’s divisional boards and all relevant departments, including hearings conducted by Chief Officers and department heads.
This initiative aims to bring greater transparency, efficiency, and accountability to MHADA’s processes, reinforcing the authority’s commitment to serving the public with speed and diligence.

Greater Noida Hostel Fire: ग्रेटर नोएडा के Knowledge Park-3 इलाके में स्थित अन्नपूर्णा गर्ल्स हॉस्टल में गुरुवार शाम अचानक आग लगने से अफरा-तफरी मच गई। यह आग Hostel में लगे AC में हुए ब्लास्ट के कारण लगी और कुछ ही देर में तेजी से फैल गई। हादसे के समय हॉस्टल में 160 लड़कियां मौजूद थीं, जिन्होंने किसी तरह खुद को बाहर निकालकर जान बचाई। घटना की सूचना मिलते ही दमकल की गाड़ियां मौके पर पहुंचीं और आग पर काबू पाया। दमकल विभाग की टीम ने अंदर फंसी 40 छात्राओं को सुरक्षित बाहर निकालकर करीब एक घंटे में आग पर काबू पा लिया। इस हादसे से इलाके में दहशत फैल गई और प्रशासन ने मामले की जांच शुरू कर दी है। घटना के दौरान दो छात्राएं हॉस्टल की दूसरी मंजिल पर फंस गईं। स्थानीय लोगों ने सीढ़ी के सहारे उन्हें नीचे उतारने का प्रयास किया, लेकिन उतरते समय कूदने के कारण एक छात्रा गिर गई। फायर विभाग के मुताबिक, उसे कोई गंभीर चोट नहीं आई और वह पूरी तरह सुरक्षित है। छात्राओं के आग से बचने के लिए नीचे उतरने की कोशिश का वीडियो सोशल मीडिया पर तेजी से वायरल हो रहा है।

मुख्य अग्निशमन अधिकारी (CFO) प्रदीप कुमार चौबे ने बताया, ‘कल शाम करीब 5 बजे हमें सूचना मिली कि Greater Noida के नॉलेज पार्क-3 स्थित अन्नपूर्णा गर्ल्स हॉस्टल में आग लगी है। हमारी टीम तुरंत मौके पर पहुंची और आग पर काबू पा लिया गया। हमारे FSO भी घटनास्थल पर मौजूद थे। कुछ लोगों के अंदर फंसे होने की सूचना मिली थी, लेकिन हमारे पहुंचने से पहले ही सभी सुरक्षित बाहर निकल चुके थे। इस घटना में किसी तरह की जनहानि नहीं हुई है। दुर्घटना की आवश्यक वैधानिक कार्रवाई की जा रही है।

These militants, believed to have crossed the international border from Pakistan, were hiding in the forests near the village of Sanyal. The security forces have intensified their efforts in tracking down the militants, who are suspected of being part of a new group operating in the region.
The clash on Thursday morning resulted in the deaths of two militants, but not without significant casualties on the police side. Four police personnel, including a deputy superintendent of police, lost their lives in the line of duty, and five others were injured. The ongoing operation has been challenging due to the difficult terrain, which has slowed down efforts to retrieve the bodies of the fallen officers and secure the area.

Bengaluru Techie Murders Wife, Packs Body in Suitcase, Flees to Pune and Attempts Suicide

A tech professional allegedly murdered his wife in Bengaluru’s Doddakannahalli, packed her body inside a suitcase, fled to Pune and attempted suicide by consuming phenyl. The accused, 36-year-old Rakesh Rajendra Khedekar shifted to Bengaluru just a year ago and was working at a private firm. The deceased has been identified as 32-year-old Gauri Anil Sambekar. The couple hailed from Maharashtra.
As per reports, the couple allegedly had a heated exchange on Wednesday (March 26) night before dinner with Gauri complaining about not being able to get a job in Bengaluru. She had quit her job in Maharashtra to shift to Bengaluru with her husband but was struggling to find employment in the city. While arguing, Gauri allegedly threw a knife at Rakesh. In retaliation, Rakesh allegedly attacked her with the same knife, stabbing her multiple times in the neck and abdomen leading to her death.
“The couple hailed from Maharashtra and shifted to Bengaluru one year ago. The owner of the house called the police control room after finding the body in the suitcase. The woman completed her bachelors in Mass Media and the accused husband worked at a private firm. He was working from home,” said Bengaluru Deputy Commissioner of Police (South East) Sarah Fathima.

Rakesh spoke to wife’s dead body all night, then packed it in a suitcase

After committing the murder, Rakesh spoke to his wife’s dead body all night seeking explanations regarding why she was unhappy and why she fought with him. In the morning, he packed her body in a suitcase and started for Pune in his Honda City car around 12 noon.
Rakesh allegedly confessed about the crime to his landlord in Bengaluru. The landlord reportedly informed the police who reached the crime scene and discovered Gauri’s body from a suitcase inside a bathroom. As per initial forensic analysis, the victim had been stabbed multiple times in the neck and abdomen, with her body later dismembered into eight to ten pieces before being stuffed inside the suitcase. The deceased’s family has reached Bengaluru while her body has been sent for post-mortem.
“Matrimonial discord seems to be the primary reason behind the murder,” said B Dayanand, Commissioner of Police, Bengaluru, stated.

Rakesh confessed about his crime, undergoing treatment

Pune Police caught Rakesh on Thursday evening after which he confessed about his crime at Shirwal Police Station. Rakesh told the police that Gouri blamed him for her unemployment and insisted on returning to Maharashtra, leading to frequent fights between the couple.
Rakesh who had attempted suicide by consuming phenyl after reaching Pune, is currently undergoing treatment at a city hospital. Bengaluru police has reached Maharashtra, who is waiting for a medical clearance to present Rakesh before a local court and obtain a transit warrant to take him back to Bengaluru for further investigation.

Yogi Government to recruit 28,138 Personnel in UP Police

In line with Chief Minister Yogi Adityanath’s vision to strengthen the Uttar Pradesh Police force, the recruitment process for new personnel will continue in the upcoming financial year. The Uttar Pradesh Police Recruitment and Promotion Board (UPPRPB), Lucknow, has announced that fresh recruitment drives will commence in April and May.

Track Record of Recruitment and Employment Generation

As per the board’s plan, a total of 28,138 positions will be filled during this period. Notably, in March this year, the board successfully completed the recruitment of over 60,000 constables and more than 1,400 positions in the radio cadre. This structured and well-planned approach aims to streamline police recruitments and ensure timely execution of the recruitment calendar.
Notably, the Yogi government has a commendable track record in employment generation, having provided approximately 850,000 government jobs over the past eight years.

Upcoming Recruitment Details and Vacancies

The Uttar Pradesh Police Recruitment Board is dedicated to providing all possible job opportunities in the Police department. Over the past eight years, the board has successfully recruited more than 2,14,468 candidates for various positions. This includes the recruitment of over 34,832 women and approximately 1,79,636 men.

Constable and Technical Recruitment

Among these, 12,144 candidates were appointed as Sub-Inspectors in Civil Police, 780 as Platoon Commanders, 1,48,222 as Constables in Civil Police, and 42,539 as Constables in PAC. Additionally, 516 skilled sportspersons were recruited at the constable level, including 178 women players.
The Board has finalized the roadmap for the upcoming recruitment process in line with the state government’s plan. The application process is set to begin in the last week of April 2025 or the first week of May 2025.

Skilled Sportsperson Recruitment

This recruitment drive will include 4,543 vacancies for Sub-Inspector level positions, comprising 4,242 posts for Sub-Inspector (Civil Police), 135 posts for Platoon Commander (PAC), 60 posts for Platoon Commander (Special Force), and 106 posts for Female Platoon Commander (for Budaun, Lucknow, and Gorakhpur districts)
Additionally, recruitment at the constable level will be conducted simultaneously, covering 22,053 posts, including: 15,904 posts for PAC, Special Force, and Female PAC Constables, 3,245 posts for Constable (Civil Police), 71 posts for Mounted Police (Horse-mounted unit), and 2,833 posts for Jail Wardens.
Apart from this, technical recruitments will also take place, including 44 posts for Radio Assistant Operator and 1,153 posts for Computer Operator Grade-A in April-May 2025. The recruitment of skilled sportspersons is also under process, with 91 posts for Sub-Inspector (Civil Police), 372 posts for Constable (Civil Police), and 174 posts for PAC Constables.

Verification and Testing Process

The document verification and sports skill tests for these candidates will begin in the third week of April 2025. In total, over 28,000 positions will be filled through this recruitment drive. Further details and official notifications will soon be available on the UP Police Recruitment Board’s website and social media platforms.

Shiv Sena workers vandalised venue where Kamra performed

Shiv Sena workers vandalised the Habitat Comedy Club located at Mumbai’s Khar where Kunal Kamra performed his gig which landed him in controversy. The club, housed in Mumbai’s UniContinental hotel, had drawn the ire of the Sena workers because a video shot there by comedian Kunal Kamra had mocked former deputy chief minister Eknath Shinde, without naming him.
Mumbai Police had arrested 12 Shiv Sena members for vandalising the studio in which Kunal Kamra’s show was filmed and the hotel in which it is located. They were granted bail hours after being held.
Rahool Kanal, a member of the Shiv Sena Yuva Sena (Eknath Shinde faction), who was arrested for vandalising the studio, has said in his defence that the Sena workers did not intend to attack the venue and acted “in the heat of the moment.”
“I know all these artistes, including Kamra and Munnawar (Faruqui). I am someone who always supports artists. But when we saw the video, we initially contacted Balraj and enquired about the show. However, he did not talk to us properly and misbehaved,” Kanal told the media.

भारत के पड़ोसी देश Myanmar में बेहद ही शक्तिशाली भूकंप से धरती कांप उठी। इसका असर Thailand की राजधानी Bangkok में भी देखने को मिला है। भूकंप का केंद्र म्यांमार में था और इसकी तीव्रता Rictor Scale पर 7.7 मापी गई। अधिकारियों ने बताया कि बैंकॉक में एक निर्माणाधीन बहुमंजिला इमारत भूकंप के झटकों से भरभराकर ढह गई। सोशल मीडिया पर प्रसारित एक वीडियो में एक बहुमंजिला इमारत धूल के गुबार के बीच ढहती नजर आ रही है और वहां मौजूद लोग चीखते-चिल्लाते हुए भाग रहे हैं। इमारत के मलबे में 40 से अधिक मजदूरों के फंसे होने की आशंका है। पुलिस ने बताया कि वे Bangkok के ‘Chatuchak Market के पास स्थित घटनास्थल पर राहत एवं बचाव कार्य कर रहे हैं। अमेरिकी भूवैज्ञानिक सर्वेक्षण और जर्मनी के GFZ भूविज्ञान केंद्र ने बताया कि दोपहर को यह भूकंप 10 किलोमीटर (6.2 मील) की गहराई पर आया, जिसका केंद्र पड़ोसी देश Myanmar में था। Myanmar में भूकंप के तेज़ झटकों के चलते एक मस्जिद के ढह जाने से कई लोगों के अंदर फंसे होने और हताहत होने की आशंका जताई जा रही है। Greater Bangkok क्षेत्र की आबादी 1.70 करोड़ से अधिक है जिनमें से कई लोग ऊंची इमारतों वाले अपार्टमेंट में रहते हैं। दोपहर करीब डेढ़ बजे भूकंप आने पर इमारतों में अलार्म बजने लगे और घनी आबादी वाले मध्य बैंकॉक की ऊंची इमारतों एवं होटलों से लोगों को बाहर निकाला गया। भूकंप इतना शक्तिशाली था कि कुछ ऊंची इमारतों के अंदरूनी हिस्सों में ‘Swimming Pool’ में पानी में लहरें उठती दिखीं।

Myanmar में Emergency घोषित

Myanmar ने अपनी राजधानी (Naypyidaw), और दूसरे बड़े शहरों में आपातकाल की घोषणा कर दी है। सरकारी मीडिया ने बताया कि यह घोषणा 7.7-Magnitude के भूकंप के बाद की गई है। म्यांमार की सत्तारूढ़ जुंटा ने देश में शक्तिशाली भूकंप आने के बाद अंतरराष्ट्रीय मानवीय सहायता के लिए अनुरोध किया। उन्होंने छह क्षेत्रों में आपातकाल की स्थिति भी घोषित कर दी है। थाईलैंड के स्टॉक एक्सचेंज (Stock Exchange of Thailand) ने भूकंप के बाद सभी ट्रेडिंग गतिविधियों को तत्काल प्रभाव से निलंबित करने की घोषणा की है। Bangkok की एक Resque Team का कहना है कि भूकंप के कारण इमारत गिरने के बाद 7 लोगों को बचाया गया है और 2 लोगों की मौत हो गई है। भूकंप के कारण बैंकॉक में इमारतों को नुकसान पहुंचा और शहर में कुछ Metro और Light Railway सेवाएं बंद कर दी गईं। Thai PM Paetongtarn Shinawatra ने कहा कि उन्होंने भूकंप के बारे में एक “तत्काल बैठक” आयोजित करने के लिए Phuket की आधिकारिक यात्रा रोक दी है। Myanmar की राजधानी, Naypyidaw में एक बड़े अस्पताल को भूकंप के बाद Mass Casualty Area घोषित कर दिया गया है। 1,000-बेड वाले जनरल अस्पताल के इमरजेंसी विभाग के बाहर घायल मरीजों की लाइन लगी हुई है।

Bangladesh समेत भारत के कुछ राज्यों में महसूस हुए झटके

Myanmar में आए भूकंप के झटके बांग्लादेश में भी महसूस किए गए। दोपहर 12:25 बजे राजधानी ढाका समेत देश के कई इलाकों में भूकंप आया। भूकंप की तीव्रता रिक्टर पैमाने पर 7.3 थी, जिसका केंद्र Myanmar के मांडले में था। देश के कई राज्यों जैसे, Kolkata, Imphal और Meghalaya के East Garo Hills में हल्के झटके महसूस किए गए। ये झटके Thailand के Bangkok में आए 7.7 Magnitude के शक्तिशाली भूकंप के कारण महसूस हुए। लेकिन आधिकारिक सूत्रों ने पुष्टि की कि शहर में संपत्ति का कोई नुकसान नहीं हुआ और न ही किसी की जान गई। Manipur में Imphal के थांगल में झटकों से दहशत फैल गई। यह इलाका कई पुरानी बहुमंजिला इमारतों वाला है।

PM Modi ने भूकंप को लेकर जताई चिंता, बढ़ाया मदद का हाथ

भारतीय प्रधानमंत्री Narendra Modi ने X पर एक पोस्ट में Myanmar और Thailand में भूकंप को लेकर चिंता जताई है। इसके साथ ही उन्होंने मदद का हाथ बढ़ाया है। उन्होंने लिखा, ‘म्यांमार और थाईलैंड में भूकंप के बाद की स्थिति से चिंतित हूं। सभी की सुरक्षा और भलाई के लिए प्रार्थना करता हूं। भारत हर संभव सहायता देने के लिए तैयार है। इस संबंध में, हमने अपने अधिकारियों को तैयार रहने को कहा है। साथ ही विदेश मंत्रालय से म्यांमार और थाईलैंड की सरकारों के साथ संपर्क में रहने को कहा है।’
