18 Officials Held Guilty of Negligence in Deadly Lucknow Fire, Action Demanded

An investigation into the catastrophic fire in Lucknow, Uttar Pradesh, which resulted in the deaths of fifteen individuals, has led to the identification of eighteen officials and engineers from the Lucknow Development Authority (LDA) as culpable for lapses related to the building involved in the incident. These findings have raised significant concerns regarding the approval processes, oversight, and safety inspections associated with the construction, which was reportedly being utilised in contravention of its approved usage plan. The LDA Vice-Chairman is said to have forwarded the inquiry report to the Uttar Pradesh government, advocating for action against the implicated officials.

Among those cited in the report are five zonal officers, engineers, and other personnel connected to the case. This inquiry follows the earlier suspension of one junior engineer and one assistant engineer by the LDA in response to the incident.

Building Unauthorized for Commercial Use

The investigation revealed that the building in question was initially sanctioned for residential use; however, evidence indicates it was being used for commercial purposes contrary to the approved plans. Moreover, the inquiry uncovered that a demolition order issued in 2016 against the illegal construction was revoked later, raising further questions about the enforcement of safety regulations. The revocation of the demolition order was reportedly executed by the then-prescribed authority, Durgesh Srivastava.

The findings have revived concerns over the continued operation of the building despite numerous alleged infractions over the years. The lack of adherence to building regulations has intensified scrutiny on authorities tasked with enforcement and oversight.

Serious Safety Oversights Contribute to Fatal Incident

The inquiry findings indicated severe shortcomings in fire safety measures within the building. Investigators pointed out that the premises lacked proper smoke ventilation, which resulted in rapid smoke spread during the fire. The majority of the victims lost their lives due to suffocation in the crowded rooms of the structure.

Moreover, the registered FIR in connection with the case highlighted grave deficiencies in fire safety protocols. It was confirmed that the building provided no alternative or emergency exits for occupants, with only a single main access point hampering evacuation efforts amidst the crisis. Additionally, it was reported that electrical wiring and installations were executed unsafely while air-conditioning units were poorly placed in violation of prevailing safety norms.

Rescue operations were hampered by structural barriers, as teams were forced to break through walls to reach individuals stranded inside the building. Investigators concluded that the operators and responsible officials were aware of the potential risks but failed to implement necessary safety measures. These findings have emerged in the wake of public outcry over building safety issues, illegal constructions, and regulatory deficiencies.

Government Expected to Take Action Following Report Findings

Following the submission of the inquiry report to the Uttar Pradesh government, focus is expected to shift towards potential disciplinary actions against those identified in the investigation. Authorities may also seek to address the broader implications involving other personnel associated with the building’s operation. The intense scrutiny and renewed calls for accountability underscore the urgent need for enhanced enforcement of building regulations and fire safety standards throughout the region.
