Indian Railways Introduces ‘Reform Express’ with Five Major Initiatives

In a significant effort to enhance its operations and efficiency, Indian Railways has launched five new reforms as part of its ongoing “Reform Express” initiative. This brings the total number of reforms introduced in 2026 to nine. The reforms encompass various aspects such as cargo, construction, and passenger services. Announced by Railways Minister Ashwini Vaishnaw, the objective is to foster transparency, mitigate misuse, and improve user experience across the railway network.

Objectives of the ‘Reform Express’

The “Reform Express” initiative is designed as a systematic reform program intended to transform railway operations in distinct phases. While four reforms had been implemented earlier this year, the latest five focus on enhancing logistics, improving infrastructure quality, and increasing passenger satisfaction.

Highlights of the New Reforms

The following key changes have been introduced under this initiative:

Passenger Convenience: Passengers can now change their boarding point up to 30 minutes before departure, providing greater flexibility for travellers. Additionally, revised cancellation rules have been introduced, which enable refunds at 72, 24, and 8 hours before departure, thereby reducing misuse and improving the availability of tickets for genuine passengers.

Cargo: New container designs for transporting salt have been introduced to reduce corrosion and enhance efficiency. Likewise, the introduction of flexible container designs for automobiles aims to boost the share of rail transport in automotive logistics.

Construction: Seven new norms concerning project execution have been established, aimed at improving quality, accountability, and timely delivery of construction projects.

Enhanced Passenger Convenience

The most significant passenger-oriented reform allows for a change in boarding stations up to half an hour before the train’s scheduled departure, contrary to the previous rule which restricted changes before chart preparation. The updated ticket cancellation policy aims to decrease last-minute speculative bookings and ensure that real passengers can secure available tickets at no extra cost.

Other enhancements include automatic refunds for e-tickets, the ability to cancel counter tickets from any station, and the removal of the requirement for filing Ticket Deposit Receipts (TDR).

Improvements in Cargo Operations

Indian Railways currently transports only a small portion of the approximately 35 million tonnes of salt produced annually in India. To enhance its cargo operations, the introduction of corrosion-resistant stainless steel containers is expected to significantly elevate rail transport’s share in salt logistics. These new containers will feature top-loading systems and hydraulic side-discharge mechanisms, which aim to reduce handling losses and improve multimodal transport efficiency.

Advancements in Automobile Logistics

To further bolster its share in automobile logistics, Indian Railways will allow the automobile sector to create customized containers for vehicle movement. This strategic move addresses the current reliance on road transport. Flexible container designs are anticipated to facilitate rail transport by overcoming limitations present in infrastructure, such as tunnels and bridges.

New Construction Standards for Project Quality

To raise the standards in infrastructure quality, seven vital changes in construction norms have been approved. These include setting higher eligibility criteria for contractors, a fixed bid security of 2 percent, mandatory checks on bid capacity, and lower limits for subcontracting reduced from 70 percent to 40 percent. Moreover, penalties will be imposed for unrealistic bids. These measures are designed to enhance the quality, accountability, and timely completion of railway construction projects.

The introduction of these reforms underscores a comprehensive effort to modernize Indian Railways and make it more efficient and user-friendly. By tackling longstanding challenges in ticketing, logistics, and infrastructure development, these initiatives are expected to offer benefits to both passengers and related industries, marking a significant step toward the future of rail travel and logistics in India.
