The Gujarat government has established a Unified Taluka Planning Committee (UTPC), replacing its previous dual-track taluka planning system. This decision, approved by Chief Minister Bhupendra Patel, aligns with the recommendations of the Fourth Report from the Gujarat Administrative Reforms Commission (GARC). The new committee will consist of 18 members aimed at improving administrative efficiency throughout the state.

The UTPC combines the existing Taluka Planning Committee and the Aapno Taluko-Vibrant Taluko (ATVT) executive bodies. This merger is intended to streamline the administrative process, making taluka-level planning more coordinated and results-focused.

Issues Addressed by the Unified Taluka Planning Committee

The Fourth Report submitted by GARC in August 2025 highlighted several challenges in the existing planning framework. It noted that multiple taluka-level committees conducted separate meetings for various decentralised planning initiatives, leading to overlapping responsibilities and unnecessary delays. The GARC pointed out that many members served on more than one committee, prolonging discussions and hindering timely decision-making.

To resolve these issues, GARC recommended forming a single entity to oversee all decentralised planning programmes at the taluka level. By implementing the UTPC, Gujarat aims to reduce administrative complexities and accelerate the execution of development projects and welfare schemes.

The Unified Taluka Planning Committee will focus on identifying local development priorities, preparing consolidated plans under the Decentralised District Planning Programme, and regularly reviewing progress on various development initiatives.

Composition and Function of the UTPC

The structure of the Unified Taluka Planning Committee is designed to facilitate balanced and effective decision-making. It will be chaired by the President of the Taluka Panchayat, with the Sub-Divisional Magistrate (SDM) serving as Co-Chairperson and the Taluka Development Officer (TDO) as Member Secretary. Additionally, the committee will include representatives such as the Member of Parliament (MP), Member of the Legislative Assembly (MLA), District Panchayat members, and the Chairpersons of the Social Justice Committee.

To ensure the committee encompasses various perspectives, it will also comprise officials from key departments including Health, Education, Agriculture, Roads and Buildings, and Irrigation. This collaborative approach aims to make taluka-level development planning more responsive to local needs and improve the efficiency of project implementation.

Chief Minister Bhupendra Patel has advocated for reforms to enhance the transparency and accountability of governance. He believes that the establishment of the UTPC will lead to faster decision-making and strengthen monitoring mechanisms related to development schemes.
