Government Proposes of Increasing Lok Sabha Seats to 850

The CSR Journal Magazine

The government has unveiled a proposal to raise the number of Lok Sabha seats to 850 to facilitate the implementation of the Women’s Reservation Act in the 2029 elections. This plan includes allocating 815 seats to various states and assigning 35 to the Union Territories, as reported by sources. Currently, there are 543 seats in the Lok Sabha, and the proposed changes mark a significant shift in India’s legislative structure.

A Constitution amendment bill is expected to be put forward during a special sitting of Parliament scheduled for April 16, 17, and 18. This sitting will also address amendments to the Nari Shakti Vandan Adhiniyam, 2023, and a proposed Delimitation Bill. The government aims to establish a 33 per cent reservation for women in the Lok Sabha starting in 2029, fostering an environment for greater female participation in governance.

Prime Minister Narendra Modi has encouraged all political parties to support the forthcoming amendment bill. He expressed optimism that by 2029, women’s representation and rights in legislative bodies would be significantly strengthened. During an event in Dehradun, he highlighted the historical importance of this legislative change, stating, “After four decades of anticipation, Parliament passed the Nari Shakti Vandan Adhiniyam,” emphasising that implementation should occur promptly without delay.

Support for Women’s Representation

During his appeal, Prime Minister Modi underscored that the approval of the Nari Shakti Vandan Adhiniyam was a collective effort by all political factions. He remarked, “The rights that women have now received should not face any delay in implementation. It should be implemented now.” He pointed out that with the Lok Sabha elections slated for 2029 and ongoing state assembly elections, the timely enactment of this legislation aligns with national sentiment and aspirations for women’s rights.

Additionally, he called for a unified consensus among political parties to expedite the advancement of women’s rights, stating that this collective effort is essential for the country’s sisters and daughters. Modi’s statements indicate his firm commitment to fortifying women’s roles in Indian democracy, urging unity across party lines to achieve this pivotal objective.

Concerns from Opposition Parties

Opposition parties have voiced substantial concerns regarding the proposed Delimitation Bill, claiming that it could reduce the representation of southern states in the Lok Sabha. Critics argue that the government’s push to legislate this bill prior to the completion of the general census could lead to unequal distribution of parliamentary seats, thereby disadvantaging certain regions.

Tamil Nadu Chief Minister MK Stalin specifically accused the Union government of attempting to “bulldoze” a Constitutional amendment without adequate consultation with state governments. He articulated deep apprehensions regarding the potential impacts if Tamil Nadu’s interests are compromised, adding that the state would initiate a large-scale agitation should the proposed changes adversely affect southern states.

Stalin’s comments highlight a growing discontent among opposition leaders who fear that the forthcoming changes could lead to diminished political representation for their regions. This situation underscores the need for dialogue and collaboration between the Union government and state authorities to address these pressing concerns effectively.
