Niu Lai was realised over five years under the direction of Xin Yu Meng and his mother, Sun Lifan. The duo undertook every aspect of the production, from animation and directing to voicing and editing. The film was created on a modest budget of around 30,000 yuan ($4,450). Their production company, established with a registered capital of 100,000 yuan ($14,835), reportedly lacked prior experience in filmmaking until 2021.

The film’s marketing strategy was notable, featuring an official promotional poster designed in the style of traditional Chinese ink-wash art, which contrasted sharply with the film’s rough animation quality. As ticket sales skyrocketed, theatres began crafting their own handmade posters, complemented by promotional slogans encouraging viewers to embrace the odd experience.
