The Delhi government has confirmed plans to redevelop the historic Town Hall complex in Chandni Chowk into a Global Heritage Centre. This initiative follows the signing of a Memorandum of Understanding (MoU) between the Delhi Tourism and Transportation Development Corporation (DTTDC) and the Municipal Corporation of Delhi (MCD).

The MoU was executed in the presence of Chief Minister Rekha Gupta on September 21, 2026. This significant project will encompass the Town Hall, the Press Building, and the surrounding park, with the vision of creating a vibrant hub for museums, cultural activities, and tourism promotion.

The Grade-I heritage complex, constructed between 1860 and 1866, occupies approximately 12,180 square metres. Once serving as the headquarters for the MCD, the complex has largely remained underutilised since the civic body relocated to the Dr SP Mukherjee Civic Centre in 2010.

Adaptive Reuse and Project Mission

The redevelopment project aims to achieve adaptive reuse of the historic structure, prioritising the preservation of its architectural and heritage attributes. The DTTDC is tasked with conducting thorough surveys of the site and assessing its structural integrity as part of preparing a Detailed Project Report (DPR).

Future development of the project may follow either a public investment model or a public-private partnership. A Joint Working Group comprising officials from the DTTDC and MCD will oversee the execution and implementation of the project to ensure adherence to the vision set forth in the MoU.

This initial agreement will remain in effect for a duration of 30 years, with a provision for extension for an additional 30 years, contingent on mutual consent from both parties involved. Historical records, artefacts, and archival materials related to the Town Hall will continue to be retained by the MCD.

Impact on Tourism and Heritage

Tourism Minister Kapil Mishra indicated that the redevelopment project is expected to enhance heritage tourism in Chandni Chowk. By making the historic complex more accessible and appealing, it aims to attract both domestic and international visitors.

Overall, the initiative reflects a growing commitment by the Delhi government to preserve and revitalise historical structures while simultaneously bolstering tourism opportunities in the capital. The Old Delhi area, known for its rich cultural background, is set to benefit significantly from this new global heritage initiative.
