The fourth week of September has been designated as the ‘Tibetan National Identity Preservation Week’ by Sikyong and Central Tibetan Administration (CTA) President Penpa Tsering. He made this announcement during a press conference held on September 23, 2026, in Dharamshala, Himachal Pradesh. Tsering emphasised the collective need to protect and promote Tibetan language, culture, religion, values, and heritage.

In a proclamation, Tsering stated that this observance would take place annually, starting on the fourth Wednesday of September and continuing through the following Wednesday. The decree was formalised following a resolution passed at the 11th session of the 17th Tibetan Parliament-in-Exile. Tsering’s commitment to this initiative aims to garner international awareness regarding the preservation of Tibetan identity.

Countering Chinese Government Policies

The newly established Tibetan National Identity Preservation Week seeks to address the Chinese Communist Government’s alleged efforts to eradicate Tibetan identity. Tsering pointed directly to the controversial “Law on Promoting Ethnic Unity and Progress,” which he claims serves as a tool for forced assimilation. The law purportedly escalates the suppression of Tibetan culture under legal pretenses.

During his address, Tsering elaborated on the need for a global campaign to oppose these Chinese state-sponsored assimilation tactics. He stated that during this initiative, there would be a concerted effort to counter the Chinese government’s so-called “Ethnic Unity and Progress Propaganda Week,” during which various state agencies are reportedly directed to promote assimilation narratives.

Tsering highlighted statements made by numerous governments and international bodies that oppose the Chinese law. Countries including the United States, Germany, and Australia, alongside the United Nations Special Rapporteurs, have expressed concern over the law, recognising its implications as a violation of international law. These reactions suggest a growing international consensus against the policies seen as detrimental to Tibetan identity.

Call for Global Support and Awareness

In his address, Tsering expressed gratitude to international supporters and called for continued action against the Chinese government’s measures perceived as counterproductive to human progress. Acknowledging the responses from various legislative bodies, he noted that resolutions have been adopted within the United States Congress and the European Union opposing the aforementioned law.

Tsering also drew attention to a revision made on December 27, 2025, concerning the “Law on the National Commonly Used Language and Script.” This amended law mandates the use of Mandarin as the primary language in educational institutions and government offices, infringing upon the use of the Tibetan language.

Encouraging participation from Tibetans and their supporters, Tsering urged communities to engage actively in the observance of Tibetan National Identity Preservation Week. He appealed for unity among individuals and organisations, emphasising their role in resisting the erosion of Tibetan culture and identity.

Promotion of Tibetan Language Guidelines

Furthermore, Tsering announced the launch of the “Principles and Guidelines for the Preservation of the Tibetan Language,” recently adopted by the Kashag. In an effort to raise awareness about these guidelines, a promotional video is set to be released soon. Tsering appealed to all Tibetans to take ownership of this initiative and actively implement the responsibilities outlined in the guidelines.

Addressing Tibetan youth, Tsering encouraged them to consider this observance as an ongoing commitment rather than a short-term campaign. He emphasised their unique position as representatives of millions of Tibetans and urged them to remain dedicated to preserving Tibetan identity through non-violent means.

In closing, Tsering reiterated the importance of courage and responsibility in the struggle for Tibet, aligning the efforts of the Tibetan community with the broader vision of compassion advocated by His Holiness the Dalai Lama. This observance aims to instil a long-lasting commitment to safeguarding Tibetan heritage in the face of external pressures.
