Congress Leader Highlights Rajiv Gandhi’s Role in Women’s Reservation

Congress leader Akhilesh Prasad Singh emphasised the party’s historical contributions towards women’s empowerment, particularly highlighting the introduction of a 33 per cent reservation for women in village and district panchayats. He noted that former Prime Minister Rajiv Gandhi played a crucial role in advocating for this initiative, asserting that it marked a significant advancement for women’s political representation in local governance.

During a press conference in Patna on April 16, Singh claimed that the women’s reservation is a measure that the Congress party has been championing for a long time. His remarks underscored the belief that enhancing women’s participation in politics is fundamental to democratic governance.

Opposition to Delimitation Process

Singh expressed concerns regarding the Central government’s recent efforts to implement delimitation. He argued that these moves require scrutiny and should be opposed. He insisted that the immediate priority should be the passage of the Women’s Reservation Bill to ensure that women attain greater representation in both the Lok Sabha and state assemblies. Singh’s remarks reflected a broader apprehension regarding the political landscape’s potential shifts resulting from such delimitations.

In his view, the need for rapid passage of the women’s quota legislation is critical to fulfilling the Congress party’s longstanding commitment to gender parity in political representation. Singh’s statements pointed to a fusion of historical vision with contemporary political dynamics, urging swift action from the government.

Singh reiterated that the introduction of the women’s reservation initiative is not merely a legislative proposal, but a promise to the women of India that their voices will be recognised at various governance levels.

Government’s Push for Women’s Reservation Bill

BJP MP Harsh V Shringla responded to Singh’s statements by asserting that the implementation of the Women’s Reservation Bill aligns with Prime Minister Narendra Modi’s vision for women-led development. Shringla characterised the legislation as a crucial step towards enhancing women’s political representation, labelling it as one of the most significant legislative efforts in recent years.

He emphasised that as women constitute half of India’s population, their political representation should correspondingly reflect this demographic reality. Shringla made a strong appeal for all political parties to unite in support of the Women’s Reservation Bill, suggesting that any opposition would be a disservice to women’s representation.

In his address, Shringla made it clear that any party that does not support the bill would be seen as anti-women and detrimental to the representation of women in governance. He called for a collective effort from all political entities to support this pivotal legislation that aims to address long-standing disparities in political representation.

Upcoming Legislative Developments

Recently, the Central government approved the draft amendment bills to operationalise the Nari Shakti Vandan Adhiniyam, 2023. A special session of Parliament has been convened from April 16 to 18 to further discuss and develop this legislation, with the prospect of implementing the women’s reservation in advance of the 2029 General Elections.

The government plans to amend the 2023 act alongside constitutional changes to separate the delimitation process from the upcoming 2027 census. They propose increasing the Lok Sabha’s total seats from the current 543 to 850, with 815 seats allocated to the states and 35 to the Union Territories.

This initiative underscores the government’s commitment to fostering gender equality in political representation, aiming to address historical imbalances in the political arena of India. The hope is that these proposed changes will lead to a more equitable representation of women in governance at all levels.
