Car Owner Advocates for Basmati Ethanol Amid E20 Concerns

The adoption of the Ethanol Blended Petrol (EBP) programme has prompted mixed reactions, particularly regarding the use of rice for ethanol production. Critics argue that this practice could undermine food security, as rice procured for public distribution is being diverted to ethanol distillers at prices significantly lower than the government’s purchase cost. The financial implications of this arrangement raise questions about the fiscal responsibility of utilising taxpayer money meant for food security in this way.

On July 31, the Ministry of Petroleum and Natural Gas defended the programme, stating that it does not jeopardise India’s food supply. They referenced the Food Corporation of India (FCI) to indicate that the contribution of rice to ethanol production during the 2023-24 fiscal year was minimal. The ministry cited significant foreign exchange savings—reportedly Rs 1.97 lakh crore—due to the programme. However, critics maintain that questions remain unaddressed regarding the ethical implications of using food resources for fuel.

This diversion of food grains into fuel may lead to public resentment, particularly among those who view rice primarily as a staple food rather than a biofuel source. As India increases its reliance on ethanol, clarity and transparency in these operations are seen as crucial for maintaining public trust.

As the distribution of E20 fuel becomes more prevalent, concerns about vehicle performance have surfaced among car owners. Although many vehicles are now E20 compliant, indications suggest that mileage may drop when switching from regular petrol to E20, which contains 20 per cent ethanol. A recent survey indicated a rise in reported mileage drops among vehicle owners, from 45 per cent to 66 per cent in a year.

Despite government assertions that E20 compliant vehicles should not experience decreased performance, many consumers are voicing dissatisfaction. They feel that the reality of reduced mileage contradicts the official stance, showcasing a disconnect between government claims and consumer experiences. This discrepancy is raising alarms among the driving public, who may not receive the fuel efficiency they expect.

Public sentiment appears increasingly restless as vehicle owners report experiencing poor performance from their cars despite following the government’s guidelines. Addressing these grievances is essential to maintain transparency and confidence in the credibility of the programme.

Preference for Ethanol Sources Among Consumers

A growing number of consumers are expressing a desire for higher quality sources of ethanol, particularly favouring basmati over lesser-grade rice. There is a clear appeal for the use of premium-grade grains for ethanol production, as many car owners are unwilling to accept a blend that includes broken rice—seen by some as inferior. This preference reflects a broader concern about the quality of fuel used in everyday vehicles.

The discussion around ethanol production from quality grains raises important questions about how consumer preferences can be better aligned with government policies. Many individuals feel the time has come for the government to offer more options in fuel quality while addressing the nutritional implications of food diverted for fuel.
