The CSR Journal Magazine

India and France engaged in discussions focused on economic security and cooperation during the Foreign Office Consultations in Paris on April 13, 2026. The Ministry of External Affairs stated that both nations conducted an in-depth review of progress within their bilateral relationship. This discussion comes in the wake of the elevation of their ties to a Special Global Strategic Partnership and follows the visit of French President Emmanuel Macron to India in February 2026.

Key Deliverables and Areas of Cooperation

During the consultations, both sides assessed several significant deliverables, which included the India-France Year of Innovation and the ambition to bolster the flow of STEM talent between the two countries. Notably, increasing the number of Indian students studying in France emerged as a key objective. They also set a goal to double bilateral trade, particularly in light of the recent conclusion of negotiations regarding the India-EU Free Trade Agreement.

The discussions extended to various strategic areas of collaboration, such as defence, civil nuclear energy, space exploration, cybersecurity, and initiatives aimed at enhancing cultural and people-to-people exchanges. The statement released by the Ministry of External Affairs further outlined a commitment to deepen partnerships in artificial intelligence and to strengthen institutional dialogue mechanisms.

Global issues were also part of the discourse, with both nations considering cooperation in the realms of environmental protection, climate change, health, and security challenges in the Indo-Pacific region. They addressed trilateral dialogues, joint development projects in third countries, as well as current events in West Asia and Ukraine.

Future Meetings and Diplomatic Engagements

Foreign Secretary Vikram Misri and his French counterpart, Secretary General Martin Briens, agreed to continue their collaboration with a Strategic Space Dialogue scheduled for later in the year. This forthcoming meeting is expected to further solidify the relationship between the two nations by addressing various strategic priorities.

During his visit to Paris, Foreign Secretary Misri also met with Jean-Noël Barrot, the Minister for Europe and Foreign Affairs of France, as well as Emmanuel Bonne, the Diplomatic Advisor to the President of France. These engagements underline the ongoing high-level exchanges between India and France, reflecting a mutual interest in various shared concerns.

Additionally, Misri visited the Swami Vivekananda Cultural Centre in Paris, where he attended the exhibition titled “L’Art de L’Inde: Aujourd’hui,” showcasing eighty artworks by forty Indian artists. This event highlighted India’s prevailing artistic traditions and provided a platform for cultural diplomacy.

Context of Diplomatic Activities

The meetings in Paris follow President Macron’s visit to India, which aimed to foster stronger ties between the two nations. Misri’s conversations in France are part of a broader diplomatic itinerary that included meetings in the United States, where he discussed deepening India-US cooperation across multiple dimensions of the bilateral relationship.

In Washington, he held discussions with key leaders, including US Deputy Secretary of State Christopher Landau and Under Secretary of State for Economic Affairs Jacob Helberg. These meetings revolved around trade, energy collaboration, and advancements in policies related to artificial intelligence.

Foreign Secretary Misri’s engagements also included a “productive” meeting with US Secretary of State Marco Rubio, who is slated to visit India next month. Additionally, significant discussions took place at the Pentagon regarding various security priorities, demonstrating India’s commitment to strengthening its international partnerships through comprehensive dialogues.
